UPDATE AS OF September 14, 2020: Amendment 0001 is posted based on submitted questions; please see attachments uploaded on 09/14/2020.� Please note the excel file containing the questions and responses is not an official attachment to the�solication package. UPDATE AS OF August 21, 2020: The official solicitation is posted, please see attachments uploaded on 08/21/2020.� UPDATE AS OF July 28, 2020: The Government intends to host an industry day in regard to the attached draft solicitation.� At this time, it is expected that the�Government will�have the industry day�in about 2 weeks in Richmond, VA.� It is anticipated up to 3 representatives from a company will be allowed to attend.� However, these details are subject to change.� If interested in attending the industry day, submit an email to william.rilee@fema.dhs.gov for additional details on attendance.� The deadline for submitting an email for attending the industry day is Monday, August 3, 2020 at 12:30 PM EST.� Additionally, an updated draft solicititation is attached.� DO NOT SEND PROPOSALS FOR THIS SOLICITATION.� The anticipated release date for the final�solicitation is estimated to be�around mid to late August. The point of contract for this requirement is William Rilee (william.rilee@fema.dhs.gov). END OF July 28, 2020 update. ***THIS IS A DRAFT SOLICITATION�ONLY. DO NOT SEND PROPOSALS FOR THIS SOLICITATION*** This DRAFT Request for Proposal is for the NATIONAL PUBLIC WARNING SYSTEM (NPWS) SUSTAINMENT, DECOMMISSIONING, CONSTRUCTION, MODERNIZATION, ENVIRONMENTAL AND HISTORIC PRESERVATION AND NPWS LABORATORY SUPPORT SERVICES. The primary place of performance is various locations across�United States and its territories. This procurement is full and open, not set-aside will be used. The NAICS Code for this procurement is 541611, with annual receipts of $15 million. This requirement is to acquirecontractor support to provide the Integrated Public Alert and Warning System (IPAWS) Program with NPWS/PEP Sustainment, NPWS/PEP Station Decommissioning, NPWS/PEP Station Construction, Modernization, and Environmental and Historic Preservation, and NPWS Technical Services Center facility and sustainment support services, as required, at sites across the United States, and its Territories.� Work to be performed by the contractor will be in support of the FEMA IPAWS National Public Warning System (NPWS) and may fall within one or more of the following Task Areas:. The period of performance is for 5 years. The contract will have one (1) one-year base with four (4) one-year option years. Due to the nature of the work, FEMA will award a fixed rate Indefinite Delivery Indefinite quantity (IDIQ) contract, with task orders to be issued at a later date. FEMA anticipates one (1) IDIQ contract will be awarded. The solicitation is anticipated to be released on or about July 1, 2020.�
