- December 23, 2020 This is a pre-solicitation announcement only. This is synopsis of an upcoming solicitation, 140R1021Q0010 Black Canyon Hydro-Pump Runner. The Bureau of Reclamation, Interior Region 9, Columbia-Pacific Northwest, intends to solicit quotes for repair of the bronze turbine runner for hydro pump No.1, at Black Canyon Dam. The work to include crack and cavitation shop repair and balancing of one each bronze runner at the contractors facility. The contractor shall also install new government-supplied rubber seals in the upper and lower turbine seal fixtures and impeller seal fixture, and machine the surfaces of the stationary seals to properly mate with the runner rotating seal O.D., and the impellor rotating I.D. The contractor shall install new stainless-steel seal ring bands, if the bands are compromised during runner rehabilitation. The new stainless-steel bands will then have it surface machined to recommend tolerances specified by Reclamation. The resulting purchase order will be a firm fixed price commercial service. The contractor(s) shall furnish all labor, shipping, facilities, equipment, material, and supervision required to successfully perform the work required in the purchase order. Pursuant to Part 12 and Part 13 of the Federal Acquisition Regulations (FAR), Reclamation intends to issue a written Request for Quotation (RFQ) on or about the first week of January 2021. The solicitation will be issued as a Total Small Business Set-Aside. The applicable North American Industry Classification System (NAICS) code is 332313, Plate Work (e.g. bending, cutting, punching, shaping, welding) fabricated metal, manufacturing with a small business size standard of 750 employees. This opportunity will be posted on www.SAM.gov. Quotes will only be accepted via email only. Any contractor interested in doing business with the Federal Government must be registered and active in the System for Award Management (SAM) database prior to submission of the quote. Currently, SAM is located at beta.sam.gov. SAM is a Federal Government owned and operated FREE website located at www.SAM.gov. The Government anticipates award of a firm fixed price purchase order during the last two weeks in January 2021. The anticipated delivery date to return the refurbished unit is February 14, 2021. Reclamation will consider all responsible sources who submit a timely quote that conforms to the solicitation. All invoices for this procurement must be submitted through the Department of Treasury�s Invoice Processing Platform System (IPP).
