- Description
- Overview The United States Merchant Martine Academy (USMMA) is an agency of the Maritime Administration (MARAD) managed by the United States Department of Transportation. The USMMA seeks a contractor to provide Non-emergency Transportation for Midshipmen who need to travel offsite to local medical and/or dental appointments. Contract Type This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice.�The solicitation is issued as a request for quotation (RFQ). The combined synopsis/solicitation will result in a firm fixed price�contract. Period of Performance The Contractor gaining the award shall provide all equipment, personnel, management, and reports necessary to cover the services. The awarded contract shall cover a base period January 31, 2021 - January 30, 2022, from date of award through 12 consecutive months, and one (1) option. Set Aside/Size Standard This requirement is a total set-aside for small business. Offers received from concerns that are not small business concerns shall be considered non-responsive and will be rejected (in accordance with FAR 52.219-06 Notice of Total Small Business Set-Aside which applies to this solicitation). The associated North American Industrial Classification System (NAICS) code for this procurement is 485310 (Taxi Service) with a small business standard of $15.0. Basis for�Award The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be deemed the lowest price technically acceptable offer.� Factor 1 - Technical The offeror must submit a written technical proposal for evaluation which provides sufficient provides sufficient information to demonstrate the capabilities to satisfactorily perform the work. The this factor must address the following: (1)�Staffing plan (available resources) (2) Identify any potential problems and/or critical issues that will relate to the providing the service. Factor 2 - Price The Price will be evaluated according to FAR 15.303. The totals for (all sub-line items, i.e. the product and required options, as well as the base and all options years) will be summed to determine the Governments estimated cost for the line item. In order to be eligible to receive an award from�this Government solicitation,�offerors must be registered in the System for Award Management (SAM). The SAM information may be found at:�(www.sam.gov). Offereors must ensure annual Representations and Certifications are current or must be completed on the SAM website.
