Description
The Department of Veterans Affairs desires to lease 14,660 Net Usable square feet in Sebring, Florida for use as a community-based out-patient clinic. The space must be Class A medical office space on all on one floor, contiguous on two or three floors, floor loads to accommodate large lateral and can be provided by modification of existing space. Offered space must be centrally located and within walking distance to public transportation, near hotels and proximity to the Veterans Affairs Medical Center (VAMC), physical security level (mission critical or life safety). On-site parking for 60 vehicles is required which 6 of them must be label for handicapped spaces. A full-service lease for up to 15 years will be considered (10-year firm term). Occupancy is required by October 18, 2022. Proposed Property shall not be located within the 100-year flood plain. Net usable square feet does not include such areas as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules and public corridors, and public toilets required by local code. The above requirements must be satisfied in order to submit a proposal. If any of the above requirements are not met, your proposal will be considered non-responsive and will not be accepted. To be considered, space must be within or bordering/facing the delineated area as follows: North: The line described by traveling east on SR 64 from the intersection of SR 64 from the intersection of SR 671 and SR 64 to the intersection of SR 64 and US 27/98. Continuing West Main St. to the intersection of East Main St. and Memorial Dr. South: The line described as traveling west on SR 66 from the intersection of SR 66 and US 27/98 to the intersection of SR 66 and SR 671. East: The line described by traveling south on Memorial Dr. to the intersection of SR 17/Cornell Street. Continuing of SR 17 to the intersection of SR 17 and US 27. Continuing US 27/98 south to the intersection of SR 66. West: The line described as traveling north on SR 671 from the intersection of SR 671 and SR 66 to the intersection of SR 671 and SR 64. To be included in the initial considerations, interested offerors shall address ALL of the following when responding to this announcement with not more than ten (10) pages: 1. Proposed Property address with a map showing property within the delineated area. 2. Name, phone number and email address of Property Owner. Note, if responding and you are not the property owner, i.e. broker, provide written statement from property owner (owner letterhead) authorizing you to represent the owner. 3. Documentation evidencing that proposed property is outside the 100-year flood plain. 4. Documentation delineating the cost advantages to the Government for relocating to proposed space. 5. Documentation delineating offerors ability to meet all the Governments requirements identified in this advertisement/announcement. 6. Amount of space offered. 7. Cost; i.e. $/NUSF. Identify base rent cost figure and operating cost figure, together these figures equal the total NUSF cost. 8. Number of parking spaces. Note, the above figures are minimums, there is no maximum. 9. Date space is available. 10. Other pertinent information. VA staff will conduct a market survey of properties meeting the above requirements. Interested offerors (owners or their legal representatives, i.e. brokers) shall submit information concerning their properties outlined above to Sibyl Graham by e-mail no later than 4:00 PM EST on February 10th, 2021 to Sibyl.Graham@va.gov. Please note: This advertisement is not a solicitation for offer, nor is it a request for proposals. A solicitation for offer may be issued by the Department of Veterans Affairs at a later time. Only the information listed above should be provided in response. Important: The Government is limited by law (41 C.F.R. § 102-73.55) to pay no more than the appraised fair market rental value for space. RESPONDENTS ARE ADVISED THAT THE VA ASSUMES NO RESPONSIBILITY TO AWARD A LEASE BASED UPON RESPONSES TO THIS ADVERTISEMENT.
