Description

The Federal Aviation Administration (FAA) is seeking capable and interested sources for the removal/replacement of the curbs, sidewalks and parking lot paving at the Air Traffic Control Tower (ATCT) in Rochester, NY in accordance with the attached Statement of Work (SOW). More specific details are in the attached SOWs and Drawings. The Acquisition Management System (AMS) applies to FAA in place of the Federal AcquisitionRegulation (FAR) and various other provisions of Federal acquisition law. The contractor is responsible for furnishing all materials, equipment (unless noted otherwise inthe contract documents) labor, transportation, insurance, notifications, licenses, permits, fees andsupervision necessary to perform the work described in the attached Specifications, Drawings,and other attachments posted to this SIR. It is anticipated that a firm-fixed-price type construction contract will be awarded as a result ofthis solicitation. This Request for Proposal (RFP) is 100%�set-aside for Service Disabled Veteran Owned Small Businesses (SDVOSB) and you must be registered in VETBIZ (VIP.VETBIZ.VA.GOV) at the time of the proposals are due.� Contractors must be registered with the System for Award Management, www.sam.gov on thedate established for receipt of proposals. Reference AMS Clause 3.3.1-33 in the SIR,paragraph (d), �if the offeror does not become registered in the SAM database in the timeprescribed by the Contracting Officer, the Contracting Officer may proceed to award to the next otherwise successful registered Offeror.� The FAA reserves the right to review and verify each offeror's program eligibility. A site visit has been scheduled for January 13, 2021 at 1:00pm EST. Please RSVP to the Contracting Officer via email at abigael.k.schultz@faa.gov by 1:00pm EST on January 12th.� No phone calls are being accepted at this time as we are not currently in the office, all questions regarding the project/specifications/drawings must be received in writing to the Contracting Officer, Abby Schultz, via email at abigael.k.schultz@faa.gov no later than 5:00 p.m. EST on January 25, 2021�to allow for responses to be provided prior to due date for receipt of proposals.� All proposals and attachments must be received via email no later than 5:00 p.m. Eastern Time (New York Time) on Friday, February 5, 2021 to: abigael.k.schultz@faa.gov Please reference �Rochester Paving"" or ""6973GH-21-R-00027"" in the subject line of your email.� Any responses received after 5:00 p.m. EST, February 5, 2021, may not be considered in accordance with AMS provision 3.2.2.3-14, Late Submissions, Modifications, and Withdrawals ofsubmittal vendor's response may be determined ineligible. As the FAA does not utilize sealed bidding contracting techniques, a public bid opening will not be held. Potential Offerors should note that the FAA reserves the right to communicate with one or more Offerors at any time during the SIR process. This SIR/RFP is not to be construed as a contract or a commitment of any kind.
