- ***AMMENDMENT 0002 RELEASED ON 15JAN2021**** The U.S. Army Corps of Engineers, New England District is issuing a set aside for certified small business contract for the Fairhaven Sector Gate Allision Repairs at the New Bedford Hurricane Barrier, located in New Bedford, MA. The NAICS code for the work described below is 237990 (Size Standard $39.5 Million). The project will be set aside for Small Businesses. The period of performance will be 125 days. The estimated magnitude of this project is between $500,000 and $1,000,000. Any responsible source meeting this standard may submit a bid to be considered by the New England District. The New Bedford-Fairhaven-Acushnet Hurricane Barrier was completed in 1966. The Barrier consists of a central gated channel with earthfill dikes with stone slope protection extending back on both sides, the Clarks Cove Dike in New Bedford, and the Fairhaven Dike. The gated channel is composed of two 59ft tall steel sector gates. An allision occurred on May 23, 2020 causing damage to the Fairhaven side (east) sector gate. This project is being solicited to repair this damage and involves dive and floating plant based repairs. The scope of work includes replacement of 23 fenders, and replacement of a damaged steel gate guide and strut. This project has the following major components: 1. Inspect the sill of the navigation channel between Gate Guides G-1 to G-8 on the Fairhaven side to determine that this area is clear of debris. Clear all marine growth from wheel guides on G3 and G5 beams. All debris identified by this underwater inspection shall be removed by the Contractor and an equitable adjustment to the contract price will be made. 2. Remove 23 fenders and remnants located above and below Mean Low Water. 3. Remove Gate Guide G-4 and one support strut. 4. Fabricate and install new Gate Guide G-4 and strut. 5. Install new composite fenders to replace the 23 fenders 6. Successful demonstration of the adequacy of the new work by inserting a de-watering stop gate in slots between Gate Guides G3-G4 and G4-G5. The demonstration work includes transport of one lifting beam and one Type IA stop gate to the Fairhaven-side sector gate with placement of the stop gate into slots to demonstrate that the stop gate travels freely from the top of the gate guides to the sill.
