- Solicitation Number:� W9126G21R0034 Set-Aside: Unrestricted Place of Performance:� Kerrville, TX Agency:� Department of the Army Contracting Office Address:� U.S. Army Corps of Engineers (USACE) Location: �Fort Worth, TX Description. �This project is Design-Bid-Build and the requirement will be solicited as a �Request for Proposal� (RFP) in accordance with (IAW) FAR Parts, 13, 15, 19, and 36 and will be evaluated in accordance with the evaluation procedures and criteria listed in the RFP. Contract Information � USACE intends to procure on an Unrestricted full and open competition basis a Firm-Fixed Price contract award is anticipated. Award will be made on the basis of Best Value �Tradeoff�, whose proposal will be considered most advantageous to the Government. Anticipated completion date is 1095 calendar days from Notice to Proceed (NTP). Design-Bid-Build acquisition to construct new laboratory/office facilities for the Knipling-Bushland U.S. Livestock Insect Research Laboratory (KBUSLIRL) Unit at Kerrville Texas.� The project involves a combined Administration and Laboratory Building of approximately 46,000 gross square feet, a Fly and Tick Research Building of approximately 8,000 gross square feet, and approximately 18,000 gross square feet of ancillary building space.� The new facility will require demolition of existing structures and removal of hazardous materials. Contractor shall furnish all supervision, labor, material, tools to provide the modernization upgrades and replacements for the research programs at the Knipling-Bushland U.S. Livestock Insects Research Laboratory (KBUSLIRL) in Kerrville, Texas. Beta SAM. After solicitation issuance, contractors may view and/or download the solicitation, specifications, and a potential solicitation amendment(s) at the Beta SAM website (https://beta.sam.gov/).� Use of Beta SAM requires prior registration and offerors may register for at https://beta.sam.gov/.� Type the Solicitation number �W9126G21R0034� into the Beta SAM search box in order to locate the solicitation.� Plans and specifications will not be made available in paper format or on compact disc.� It is the offeror�s responsibility to continuously monitor the Beta SAM website for any potential solicitation amendment(s).� The US Government reserves the right to use only the internet, and particularly Beta SAM, as a means of notification for any amendment(s) to this solicitation. � Subcontracting.� Small businesses are reminded under FAR 52.219-14, Limitations on Subcontracting, they must perform at least 15% of the cost of the contract, not including the cost of materials, with their own employees for general construction-type procurement.� � Similarly, should a large-business firm ultimately be selected, they must comply with the FAR 52.219-9 clause regarding the requirement for an approved subcontracting plan.�� � 8(a) Alaskan Native Company (ANC) firms are reminded they must have a bona fide office located in the geographical area of consideration where the work is to be performed as determined by the Small Business Administration.�� � Prior US Government contract work will not be required.� However, all construction performance must comply the USACE Safety and Health Requirements Manual, (EM 385 1-1), and must also comply with all Federal, State and local laws, ordinances, codes and/or regulations.� � A 90-day proposal acceptance period will be required.� Bonds.� Original Bid bonds must be submitted with proposals.� Performance and Payment bonds will be required from the contractor who receives the award. Project Information. This magnitude of construction of the proposed work is between $25,000,000 - $100,000,000 IAW Defense FAR Supplement (DFARS) 236-205(ii). The KBUSLIRL is a sprawling campus of 34.9 acres of small buildings constructed incrementally in the 1960�s. The facilities house the Livestock Arthropod Pest Research Unit, and will provide important tick and blood-feeding fly research capabilities to the long-standing cooperative efforts between the U.S. Department of Agriculture (USDA), Animal Plant Health Inspection Service � Veterinary Services (APHIS-VS), and the U.S. cattle industry.
