STATEMENT OF WORK UPGRADE SEWAGE LIFT STATION FCI MEMPHIS- 1D1T � 1. GENERAL: � A.INTRODUCTION The Federal Bureau of Prisons (FBOP), Federal Correction Institution, Memphis, TN is soliciting a contractor to make a single award to a responsible entity that will provide repairs and upgrades to a undersized and failing sewage lift station. These upgrades will include replacing the existing grinder with a larger grinder, replacing the current pumps with new pumps, replacing existing pump floats, and replacing all electronic controls and housings. SCOPE OF WORK The contractor would be required to remove the existing Lift stations grinder, motors, floats, and electronic motors controls completely and replace them with a new larger grinder, grinder, motors, floats, and electronic motors controls. Updated equipment shall meet the technical guidelines specifications in the section titled ""Equipment''. The contractor will provide all skilled labor, tools, equipment and materials to remove and install all Lift Station components. The new grinder measures approximately SS'H X 11' �""W. Duplex NEMA 12 steel (30 x 20 x 8) control panel for 7.SHP, 3PH, 460V service. Accessories to be included are motor CB's, motor starters, HOA switches, run lights, alternator with lead/lag selector, high temperature shutdown circuit with indicator lights. Elapsed time meters, time delay on restart after power fail, lightning arrester, surge capacitor, high water alarm light circuit (flashing), (1) 2 pole 240V, 1PH CB, (2) 1 pole, 115V circuit breakers, power and phase monitor, and 3KVA control and accessory transformer. BACKGROUND Inside the lift station, there is a sewage grinder, ""muffin Monster"", which grinds the solid waste. This waste is then pumped up hill to the main sewer line on the North side of the institution. The sewage grinder which runs 24 hours a day is no longer properly grinding the waste fed to it by these housing units. When the grinder is not functioning properly the sewage is not ground. The pumps are not capable of pumping solid material. The unground material collects in the pit and causes the floats to become lodged in the material. When the pumps stop pumping the pit will fill and overflow allowing raw sewage to escape the pit and run onto ground. When this overflow occurs, it poses a risk of raw sewage entering the water system, which is against the Environmental Protection Agency's regulations. E.PERIOD OF PERFORMANCE The period of performance for this project is 180 calendar days, after the receipt of the Notice to Proceed. II. CONTRACTOR SECURITY /WORKING REGULATIONS � A.WORKING CONDITIONS 1. Working Hours: The working hours for these services will be regularly scheduled for five (5) days a week, between the days of Monday through Friday, with the exception of Government Holidays and weekends. The work hours will be day hours, as to minimally disrupt the orderly function of the institution. Work hours for this project will be between 7:30 a.m. - 4:00 p.m. The contractor will be required to provide a written request for extension of hours or change in work days to the Contracting Officer. Work hours and work days may be altered only with a (24) hour advance approval of the Facilities Manager and Contracting Officer. Delivery of Materials: All materials/equipment required for work on this project is required to be processed by the Contractor and delivered to contractor. Any related deliveries which are delivered to the site can be received between the hours of 8:00 a.m. to 2:00 p.m. Monday through Friday, excluding federal holidays. The contractor is encouraged to receive material and is reminded that there is limited space to store materials on site. At no point will a FBOP staff member receive or sign for a delivery. The contractor is required to notify the COR when product is to be delivered, then be there at the institution to accept and sign for it. Under no circumstances will FCI Memphis or its staff be responsible for the acceptance of any contractor or company deliveries. The contractor shall be responsible for providing their own means of loading and unloading contractor material or equipment. The contractor shall not use the institution entry/driveway for the loading, unloading, or storage of any materials and equipment. The contractor will not impede/block the driveway at any time during or after the work shift. Safety and Personal Protective Equipment: All contractors and employees shall have and wear the required personal protective equipment (PPE) prescribed by industry standards at all times while on the job site. It is the responsibility of the contractor to provide all PPE. If ladders are required, all ladders regardless of the size shall be stored, and secured to a stationary fixture with a chain and lock in a predetermined area, in a way that they cannot be removed. If ladders are required, immediately consult with the COR to ensure the COR can make timely notification to appropriate institution staff. All extension cords regardless of length shall be in good condition with no broken outer insulation and will be secured in a locked construction gang box. Should a system require Lock-out/Tag-out, the system will be required to have both Contractor and FCI Memphis locks on the isolation point to prevent shock. All Lock-out/Tag-out procedures will be in compliance with the institution Lock-out program. TESTING AND ACCEPTANCE The Contractor shall notify COR two (2) days prior to the final system testing and certification so that arrangements can be made to have BOP required staff available to observe testing. A complete plan detailing test procedures must be submitted to the COR in advance for final check out and testing of the complete system. UTILITIES The FBOP will provide minimal electricity service (120V), for battery chargers, radios, small hand tools, etc. In addition, the BOP will provide restroom services and water (potable).
