- AFMETCAL at Heath OH intends to solicit and award a Sole Source Firm Fixed Price (FFP) contract under Simplified Acquisition Procedures (SAP) in accordance with FAR Part 13-Simplified Acquisition Procedures and FAR Part 12-Acquisition of Commercial Items for the purchase of Liquid/Gas Flow Calibrator Controller Upgrade to CompuFlow Solutions (Cage 1XMG9).� The current primary liquid and gas flow measurement systems have been in the field for about 8 years. The market research for this sole source procurement resulted in CompuFlow Solutions being the only manufacturer that could produce an item that met the government's requirements to calibrate liquid and gas flow Test, Measurement, and Diagnostic Equipment (TMDE). CompuFlow Solutions has the required knowledge and proprietary rights to complete this procurement of highly specialized equipment. Only CompuFlow Solutions has the knowledge required to fulfill these physical and software requirements. CompuFlow Solutions is unwilling to sell their proprietary rights to another company. The AFMETCAL program believes that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling Air Force requirements. Full and open competition would be duplicating the cost of the already-owned liquid and gas flow systems.� Also, competition would delay the implementation of the organic capability for various reasons.� Thousands of hours of experience can be leveraged when purchasing a standard that technicians are already familiar with. This procurement is anticipated to span at least 15 years, without replacement. Therefore, based on market research conducted CompuFlow Solutions is the only supplier that can offer this upgrade.� The Government envisions a Firm Fixed Price type contract with a basic year and 1 option year (Gas Flow Calibrator Controller Upgrade) through 30 September 2022.� The anticipated quantity is 19 (Liquid Flow Calibrator Controller Upgrade), 10 (Gas Flow Calibrator Controller Upgrade) and 3 (Liquid Flow Calibrator Upgrade) each in FY21.� There is no guarantee that an option year will be exercised.� The requirement is for Liquid/Gas Flow Calibrator Controller Upgrade in accordance with the Statement of Work and Data Requirements, which are available for download at this site. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS.� No solicitation package will be issued.� �A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government.
