Description
INTENT TO SOLE SOURCE GENERAL INFORMATION Contracting Office Address Network Contracting Officer (NCO) 7 ATTN: Chaz D. Bowling Department of Veterans Affairs 501 Greene Street Hatcher Building Suite 2 Augusta, GA 30901 Intent to Sole Source The Government intends to make a sole award firm-fixed-price contract in accordance with Federal Acquisition Regulations (FAR) 6.302-2 Only One Source in conjunction with FAR 13.5 Simplified Procedures for Certain Commercial Items. The intended source is Phillips Healthcare Informatics, 4430 Rosewood Drive, Suite 200, Pleasanton, CA 94588. In accordance with FAR Part 6, contracts awarded using this authority shall be supported by a written justification and approval described in FAR 6.303 and 6.304, as applicable, the justification will be posted within fourteen (14) days after contract award. All capability statements received by the closing date of this synopsis will be considered by the government. A determination by the government not to compete based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for offers/quotes. Capable Vendor All capable vendors must have experience and/or past performance providing Phillips PACS and be an authorized distributor/reseller. All vendors must be registered in beta.SAM by the close of this notice and meet the above requirements to be determined a capable vendor. All the above information should be included in the vendors capability in response to this notice. Description This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-04/01-19-2021. The associated North American Industrial Classification System (NAICS) code for this procurement is 511210, with a small business size standard of $38.5 Million. The Network Contracting Office 7 is seeking to Phillips Picture Archiving and Communication System for the Atlanta VA Medical Center. Scope of Work: The contractor shall provide all resources necessary to accomplish the deliverables described in this statement of work (SOW), except as may otherwise be specified. The contractor shall provide and/or upgrade all hardware and software required for the Picture Archiving Communication system (PACS). This system shall continue to receive, store/archive, and display all medical imaging performed by or for the medical center. 3. Background: Picture Archiving and Communication Systems (PACS) are widely used in the healthcare industry to acquire, store, transmit, print and display images of Radiology exams. Atlanta VAMC is currently utilizing a Picture Archiving and Communication Systems (PACS) within the Radiology department. The Current PACS needs to remain in use until a VISN-wide PACS contract is implemented by this vendor. The VISN wide PACS may not be available for deployment for 12 + months for Atlanta VA as we are the last facility for implementation of the VISN 7 newly awarded system. 4. Period of Performance: Base: 04/01/2021 03/30/2022 5. Type of Contract: Firm-Fixed-Price (FFP) Contract SALIENT CHARACTERISTICS / EVALUATED OPTIONAL TASKS AND ASSOCIATED DELIVERABLES A continuation of a full PACS system is utilized as a fee per study basis. System to include: Hardware established / customized to reduce steps for viewing and interpret studies Software Multi-modality 2D / 3D capabilities Web Distribution and Remote Reading PACS Workflow Layer and open platform Advanced Visualization Virtualized Infrastructure 99.99% uptime Interface with EMR Interface SCHEDULE FOR DELIVERABLES 1. The contractor shall complete the Delivery Date column in Attachment A for each deliverable specified (if needed). 2. Unless otherwise specified, the number of draft copies and the number of final copies shall be the same. 3. If for any reason any deliverable cannot be delivered within the scheduled time frame, the contractor is required to explain why in writing to the CO, including a firm commitment of when the work shall be completed. This notice to the CO shall cite the reasons for the delay, and the impact on the overall project. The CO will then review the facts and issue a response, in accordance with applicable regulations. D. CHANGES TO STATEMENT OF WORK Any changes to this SOW shall be authorized and approved only through written correspondence from the CO. A copy of each change will be kept in a project folder along with all other products of the project. Costs incurred by the contractor through the actions of parties other than the CO shall be borne by the contractor. (End of SOW)
