- *** This posting is a follow up to Beta.Sam posting W91CRB-19-R-5009 posted on 13 AUG 2020 with a closing date of 26 AUG 2020.*** INTRODUCTION The Army Contracting Command, Aberdeen Proving Ground (ACC-APG), Division D, on behalf of Communication and Engineering Command Security Assistance Management Directorate (CECOM SAMD) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for Foreign Military Sales (FMS) field services requirement (FSR). The intention is to procure these services on a competitive basis. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition, and multiple awards MAY be made. All Small Business Set-Aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. PLACE OF PERFORMANCE This is an OCONUS service requirement and will take place within the following Areas of Responsibility (AOR): US European Command (EUCOM), US Africa Command (AFRICOM), US Southern Command (SOUTHCOM), US Northern Command (NORTHCOM), US Pacific Command (PACOM), and US Central Command (CENTCOM). IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE GOVERNMENT-WIDE POINT OF ENTRY (GPE). IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE FOR ADDITIONAL INFORMMATION PERTAINING TO THIS REQUIREMENT.� PROGRAM BACKGROUND The Army Contracting Command- Aberdeen Proving Ground (ACC-APG), Division D, on behalf of Communication and Engineering Command Security Assistance Management Directorate (CECOM SAMD), is issuing this sources sought synopsis as a means of conducting market research to identify potential sources having an interest and industry technologies available to support traditional FMS and PSEUDO-FMS service requirements. Service requested is in support of C4ISR equipment, platforms, systems, subsystems, or commercial equivalents delivered under an FMS Cases. Services include OCONUS C4ISR Systems User/Operator Training, OCONUS C4ISR Systems Operator Field Level Maintenance Training, OCONUS C4ISR Systems Integration/Install Support, and C4ISR Field Service Representative (FSR) services. C4ISR systems include systems listed in Appendix A of the Performance Work Statement (PWS).� A similar Sources Sought Notice was posted in Aug 2020.� All responses to this Sources Sought will supersede the previous one. TECHNICAL DESCRIPTION The Contractor shall provide OCONUS services support on specified C4ISR equipment, platforms, systems, subsystems, and commercial equivalents, to include but not limited to, equipment listed on Appendix A. Installation/Integration Support: Contractor shall provide technically qualified personnel for OCONUS Installation and /or Integration Support on specified C5ISR equipment, platforms, systems, subsystems, and commercial equivalents.� These services include, but are not limited to, tool kits, system familiarization, technical and maintenance support, testing, task overview, task/product management flow chart, task timeline, operational and functional system testing, fault resolution, system configuration and system full mission capable acceptance. Training: Contractor shall provide OCONUS User/Operator Training and Field Level Maintenance training on specified C5ISR equipment, platforms, systems, subsystems, and commercial equivalents.� Instructors shall be technically qualified and shall accommodate a minimum of twenty (20) students.� This training includes formal/informal technology familiarization presentation and operational and functional hands-on equipment overview of specified C5ISR System or military equivalent commercial systems in the English language unless otherwise specified in writing. Training also includes system overview, technical and maintenance features, system safety requirements, logistics and field sustainment principles. Training materials will be provided to each student. Field Service Representatives: Contractor shall provide OCONUS FSR Support within the specified Area of Responsibility AOR and specified Country supporting specified C5ISR equipment, platforms, systems, subsystems, and commercial equivalents. The contractor shall provide technically qualified FSRs. Contractor shall provide OCONUS FSR Support within the specified Area of Requirement (AOR) and specified Country supporting specified C4ISR equipment, platforms, systems, subsystems, and commercial equivalents, to include but not limited to, equipment listed on Appendix A. The contractor shall provide technically qualified FSRs as outlined on Appendix B (local nationals acceptable if they meet qualification requirements as outlined in Appendix B). The contractor's Field Service Representative (FSR) shall be able to provide the following services: Provide assistance with issues pertaining to operation of specified C5ISR system Configure specified C5ISR System Maintain constant dialog between U.S. Forces, and Country stakeholders Provide technical advice concerning set-up and operation of specified C5ISR System Assist in fault isolation, repair, and routine maintenance of specified C5ISR System Serve as C5ISR system administrator responsible to ensure interoperability and network connectivity for specified C5ISR system on USG and country networks as necessary. Assist in any in-country training programs associated with specified C5ISR system Provide specified C5ISR training support that includes training development Train designated country personnel on duties and responsibilities associated with specified C5ISR System. Provide on-site Field Systems Engineer support on specified C5ISR System Supply Chain Planning REQUIRED CAPABILITIES The Contractor shall provide design, engineering, program management, site surveys, training and logistics support services in support of the areas specified above. If your organization has the potential capacity to perform these contract services, please provide the following information: Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The Government will evaluate market information to ascertain potential market capacity to: Provide services consistent, in scope and scale, with those described in this notice and otherwise anticipated. Secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements. Implement a successful project management plan that includes compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation. Provide services under a performance-based service acquisition contract. SPECIAL REQUIREMENTS: Personnel and Facility Security Clearances: The contractor shall have within 30 days after contract award the required personnel with all required clearances. A DD Form 254 Contract Security Classification Specification shall apply to this requirement and the prime contractor shall demonstrate the ability to obtain a (�Secret/Top Secret) Facility Clearances as required. ELIGIBILITY The applicable NAICS code for this requirement is 541990 with a Small Business Size Standard of $16.5 (In millions). The Product Service Code is R426. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES STATEMENT) A draft Performance Work Statement (PWS) and draft Personnel Qualifications Description are attached for review. (Attachment 1) Interested parties are requested to submit a capabilities statement of no more than ten (10) pages in length in Times New Roman font of not less than 10 pitch. The capabilities statement shall include your ability to perform these services in austere OCONUS environments as required by this effort. The contractor shall also be responsible for obtaining all required country clearances and visas, as required. The deadline for response to this request is no later than 3 pm, EST, 29 DEC 2020. All responses under this Sources Sought Notice must be e-mailed to michael.f.siwek.civ@mail.mil. All emails should be submitted with a subject of W91CRB-21-R-FIELDSERVICESREQUIRMENT(FSR). This documentation must address at a minimum the following items: Does your company or affiliates have experience providing this type of work in the AORs stated above�� if so, please list some past performances. If none, does your company or affiliates have past experience with other similar efforts? If so, please list some past performances. Do you plan on performing this work yourself or contracting out? � Can or has your company managed a task of this nature? If so, please provide details. Can or has your company managed a team of subcontractors before? If so, provide details. What specific technical skills does your company possess which ensure capability to perform the tasks? If your company is a Small Business, will you be proposing in accordance with Clause 52.219-14 - Limitations on Subcontracting? If yes, please explain how. If no, please explain why not. Please note: under a Small-Business Set-Aside, in accordance with FAR 52.219-14, the small business prime must perform at least 50% of the work themselves in terms of the cost of performance. Provide an explanation of your company�s ability to perform at least 50% of the tasking described in this PBSOW for the base period as well as the option periods. Does your company consider the execution of the program requirements suitable for a Firm Fixed Price (FFP) contract? If required, does your company have experience with licensing/registration, customs, etc. when shipping similar systems OCONUS? Do you consider this requirement to be a commercial requirement? If yes, please explain why. If not, please explain why not. Provide a statement including current small/large business status and company profile to include number of employees, annual revenue history, office locations, DUNs number, etc. Respondents to this notice also must indicate whether they qualify as a Small, Small Disadvantaged, Women- Owned, HUBZone, or Service-Disabled Veteran-Owned Small Business Concern. Include in your response your ability to meet the requirements in the Facility and Safeguarding requirements. The estimated period of performance consists of five years with performance commencing in August 2021. Specifics regarding the number of option periods will be provided in the solicitation. The contract type is anticipated to be Firm Fixed Price. The Level of Effort for each of the five years for both traditional and pseudo FMS cases is estimated at 59 man- years or approximately 123,000 man-hours per year for a total of 615,000 man-hours over the five years. The proposed contract is anticipated to include tasking that would be accomplished by labor categories that are subject to the Service Contract Act or a collective bargaining agreement. Upon evaluation of the capability statements, if it is determined that this requirement will be an unrestricted competition, the Government intends to evaluate the Small-Business responses and conduct further market research to identify a subcontracting goal. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Michael Siwek, in either Microsoft Word or Portable Document Format (PDF), via email michael.f.siwek.civ@mail.mil. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. No phone calls will be accepted. All questions must be submitted to the contract specialist identified above.
