Description
The Department of the Air Force, Air Education and Training Command (AETC) Air Force Security Assistance Training Squadron (AFSAT), has drafted a Statement of Objectives (SOO) (Attachment 1) for a contemplated Foreign Military Sales F-16 Aircrew Training Program requirement. This Request for Information (RFI) is issued and intended for market research and planning purposes only. The purpose of this RFI is to obtain industry feedback in regards to the attached SOO and obtain responses to the provided questions. Any information provided by industry to the Government is strictly voluntary and to be provided at no cost to the Government. The Government will not reimburse vendors for any preparation/submission costs. This is not a Synopsis or a Request for Proposal (RFP). It is not to be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services. The information requested by this RFI will be used by the Air Force multi-functional team to facilitate decision making. The contemplated North American Industry Classification System (NAICS) Code is 611512, Flight Training with a small business size standard of $30M. 1. Given the fighter pilot training pipeline continues to be challenged to meet training demand for partner nations, it is critical that access to alternative flying training programs and services be explored. Specialized expertise to conduct and support an F-16 Flying Training Unit (FTU) is required. A standalone solution will be given serious consideration. If a solution is not a standalone �turnkey� solution, a different solution should be described. An F-16 FTU capability is required in order to service international partners that effectively and efficiently operates in accordance with USAF and Federal Aviation Administration (FAA) guidelines. Information is required on enterprise architecture, strategic planning, flight operations and maintenance, cost reduction methodologies, and business case analyses on execution of requirement. The capabilities required include but are not limited to: � � � � � � F-16 Basic Qualification Training � � � � � � F-16 Flight Lead Upgrade (FLUG) � � � � � � F-16 Instructor Pilot Upgrade (IPUG) � � � � � � F-16 Aircrew Flight Equipment Maintenance � � � � � � F-16 on-equipment maintenance � � � � � � F-16 limited off-equipment maintenance � � � � � � Courseware development The contractor is to identify required infrastructure, facilities, classrooms, runway, hangar space, etc., that would be required to stand up an effort of this magnitude and describe how these items would be obtained. Coordination with the OEM may be required. The contemplated scope of work also includes the following: Aircrew training, courseware development, program management, and associated support of the ATP of the F-16, weapon systems, support equipment, and software. The F-16 ATP service is projected to be required at a CONUS contractor-specified location capable of supporting F-16 flight operations. F-16 aircrew training program management; develop and delivered with government purpose rights F-16 courseware necessary for training FMS F-16 aircrews; provide F-16 flight and academic training, provide F-16 flight simulator training, and provide associated logistical support. ATP objectives are to train FMS F-16 aircrew in initial qualification training and advanced training CONUS. Instruction for F-16 aircrew will include academic, simulation, and flight training. The training may include and not be limited to a combination of electronic courseware, classroom academics, aircrew training devices, and flight training. 2. Flight Training Requirements: While the initial intent of the USG is to provide USAF F-16 courseware, for planning purposes the service provider shall be required to develop, produce, and deliver with government purpose rights aircrew courseware and aircrew materials used for instruction of F-16 aircrews. Courseware development requires access to original equipment manufacturer (OEM) technical data and/or Country Specific Technical Orders (CSTOs). Courseware must be compatible with OEM equipment. Changes in technical data may drive future changes. The Government's requirement is for Government Purpose Rights. The United States Government (USG) may require additional training courses to facilitate F-16 training as requirements develop. F-16 Simulator Instructors The Contractor shall maintain documentation per DCMA Instruction 8210.1C, for all aircrew instructors and will provide to the USG documentation requested at any time during the performance of the ATP service. 3. Contractor Aircrew Instructors:� � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � Instructor Pilots. While the USG priority is for Contractor to employ F-16 variant flying instructors, flying training instructors may be previously qualified fourth and fifth generation high performance aircraft (F-15, F-18, F-22, F-35) IP, and within two years of fighter currency (last flight). All actual flight operations must meet the requirements of DCMA Instruction 8210.1C (AFI 10-220). Anticipated instructor requirements include and are not limited to: � � � � � � � a. F-16 Chief Aircrew Instructor (Rated) � � � � � � � b. F-16 Instructor Pilot (Rated) � � � � � � � c. F-16 Chief Academic/Training Aid/Simulator Instructor � � � � � � � d. F-16 Academic/Training Aid/Simulator Instructor Aircrew academic and simulator instructors must be fully qualified Instructor Aircrew who have been qualified in fighter operations within five years. Qualified instructors must have two years of experience as flight instructors in either the military or as a civilian. 4. Inform of capability to provide F-16 aircraft (if any) for training, as part of any primary or alternative approach to training. 5. Capability Presentation: Interested parties capable of providing the contemplated minimum training support requirement sought should submit a capability statement and presentation to include specific technical background information describing their organization's experience and expertise in FMS aircrew training services requiring similar program management/courseware development/flight training/logistical efforts. Please limit the capability statement/presentation to no more than 35 single-sided, type-written pages using font size 12. 6. Responses: Responses containing proprietary information must be identified to prevent release to the public via posting on the General Services Administration https://beta.sam.gov/ website. PROPRIETARY INFORMATION, also known as a trade secret, is information that a company wishes to keep confidential or secret from those outside of the company. Proprietary information may include formulas, processes, and methods used in production. Proprietary information must be clearly MARKED/BOLDED/HIGHLIGHTED and/or EXPLAINED in the beginning and throughout any documents/capability statement.
