- Responses due no later than (NLT) 3:00 p.m. eastern standard time (EST) February 8, 2021. This is a sources sought announcement. This notice is for market research and informational purposes only and IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS.� The Government will not reimburse respondents for any costs incurred in preparation of the response to this announcement. The U.S. Army Corps of Engineers, Baltimore District, requests letters of interest from small business construction contractors with current relevant qualifications, experience, personnel, and capabilities for a Single Award Task Order Construction Contract (SATOCC) concerning the potential project described below.� Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions.� NO SOLICITATION IS CURRENTLY AVAILABLE. Project Description:� The Government contemplates a five-year SATOCC in the total amount of around $50M.� This SATOCC would be used to renovate and upgrade facilities in the District of Columbia, National Mall area, Washington DC.� A current Top-Secret level of Facility Security Clearance (TS FCL) will be required at the time the proposal would be due and throughout the life of the contract.� The Contractor shall be required to perform all work in accordance with the access and security requirements of the facility. Each Task Order will have a project specific DD254 detailing the specific security requirements of that project.� The scope of this contract will encompass a broad variety of major and minor repair, modification, rehabilitation, alterations, and new construction projects.� Work is expected to primarily include but will not be limited to demolition; heating ventilating and air conditioning (HVAC) upgrades and repairs; electrical upgrades and repairs; direct digital control upgrades and repairs; network upgrades and repairs; fire protection upgrades and repairs; interior fit-ups. Work may also include geo-technical investigation; exterior upgrades and repairs; roadwork; fire hydrant; force protection (AT/FP); etc. type projects. It is anticipated that this will be an R.S. Means based SATOCC.� Interested businesses should submit a narrative demonstrating their experience in task order construction type contracts of similar nature as described above.� �The Government would also like Industry feedback into the following: The Government is trying to determine at what level to set the bonding requirements at both the single and aggregate levels.� What is your opinion on this?� The following is the historic per year usage of task orders. One to three �small� task orders under $1M per year each having 12-18-month duration. One to three �medium� task orders between $1M and $3M per year each having duration 18-24-month duration Possibly one �large� task order over $3M having 24-30-month duration.� �Large� task orders have been as high at $8M. Large task orders are not anticipated yearly. At a minimum, please include the following information in your response:� Type of small business:� Small Business, Woman-Owned Small Business, HUBZone, Service Disabled Veteran-Owned Small Business, 8(a). Bonding capability:� Single and Aggregate. � Experience with Construction Task Order Contracts and like contracts. � Please provide details of prime contractor completed construction contracts similar to the scope and magnitude presented in this notice, include at a minimum, project references, (including owner with phone number and email address), contract number, brief description of project, dollar value, what type of work and the� percentage of work your firm provided on these contracts. � Please provide details of experience responding to multiple RFPs at once and performing multiple projects at once in varying locations and specifically within the Washington D.C. area. � Provide evidence that your firm has successful subcontractor relations in Washington D.C. area. � � Do you possess a current Top-Secret Facility Clearance?� Date Granted. � Comments will be shared with the Government and the project design team, but otherwise will be held in strict confidence. Submission Instructions: THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being utilized to determine the availability of potential qualified contractors before determining the method of acquisition. In addition, this sources sought is not to be considered as a commitment by the Government, nor will the Government pay for any information solicited or delivered. Interested parties who consider themselves qualified to perform the above-listed requirement are invited to submit a response to this Sources Sought Notice NLT 3:00PM Eastern Standard Time (EST) 08 February 2021.
