- THIS IS A SOURCES SOUGHT NOTICE ONLY.� This is not a request for offers or proposals.� This notice does not represent a commitment by the Government to issue a solicitation or award a contract.� Information received will be used to determine the availability of responsible firms that would be interested in submitting proposals in response to the anticipated solicitation.� � The Estimated Construction Cost for this project is between $1,000,000 and $5,000,000. The NAICS code associated with this procurement is 236220, with a size standard of $39.5�million average annual receipts over a period of three (3) years.� The General Services Administration (GSA), Public Buildings Service (PBS), Northeast and Caribbean Region is seeking qualified General Contractors (GC) interested in providing construction services to replace the potable and storm sewer piping system, provide solar hot water heater, hot water distribution piping system, a delegated design and installation of a new water treatment system and new sanitary pipe lining at the Almeric L. Christian Federal Office Building and U.S. Courthouse, St. Croix, U.S. Virgin Islands. The building is located at 3013 Estate Golden Rock Lot 13, Christiansted, St Croix, USVI 00820. The Government anticipates the release of a Request for Proposals (RFP�s) on or about March 1, 2021.� The RFP will be issued via the Beta SAM internet site at: http://www.beta.sam.gov. Interested offerors are STRONGLY encouraged to register on this site to receive notifications of actions associated with the solicitation.� Solicitation provisions, required proposal forms, clauses and instructions to offerors will be included with the project documents. The offeror selected will be required to supply all labor, materials, equipment and supervision to perform the complete services as required by the Scope of Work under the resultant contract. �� A Site Visit / Pre-Proposal Conference may be held for the procurement. The date and time will be posted via www.beta.sam.gov. The purpose of the conference will be to discuss the projects and address any questions or concerns and to provide offerors the opportunity to visit the site. Please provide the name of your firm, a BRIEF description of the firm�s capabilities and the contact information for the primary point of contact.��� Interested Offerors are requested to answer the following questions with their submission: 1. a. Has your firm provided GC services for at least three building construction projects of a minimum value of $1,000,000? Provide a brief narrative that demonstrates your firms� capabilities providing construction services. b. Has your firm replaced potable water piping for existing building structures? �If yes, state whether the buildings were occupied during construction. 2.� a. Does your firm have the Bonding Capacity for a project between $1,000,000 and �$5,000,000?� b.What is your maximum bonding capacity? 3.� Is your firm considered a small business concern with a size standard of $39,500,000 in annual receipts average over the last 3 fiscal years? 4. Is your firm certified under a Small Business Administration Socio-Economic Program, such as SBA- Certified HUBZone, SBA- Certified 8(a), Small Disadvantaged Business (SDB) concern or a Service- Disabled Veteran- Owned Small Business (SDVOB)?� Is yes, state which SBA Program.
