Description
This is a Sources Sought Notice and is for informational and market research purposes only.� This Sources Sought neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach.� This Sources Sought should not be construed as a commitment by the Government for any purpose.� Requests for a solicitation will not receive a response.� This Sources Sought Notice is in support of a market research being conducted by the St. Louis District, Corps of Engineers to identify interested and qualified Contractors who can perform the type of work described below.� The contract is anticipated to be a Best Value Tradeoff. General Project Description The work will consist of furnishing all labor, equipment, operators, supervision, supplies and materials and incidentals necessary to perform steel fabrication and delivery of the replacement lift gate for Melvin Price Locks and Dam Main Lock.� The estimate timeframe for potential award is Summer of 2021. The replacement lift gate is a hydraulic steel structure that consists of two individual lift gate leaves.� Each replacement lift gate leaf is 24-feet in height and over 110-feet wide.� The depth of the upstream lift gate leaf is approximately 9-feet, while the depth of the downstream leaf is approximately 10-feet.� The upstream lift gate leaf weighs approximately 400,000 pounds, while the downstream lift gate leaf weighs approximately 475,000 pounds.� The work will not consist of removal of the existing lift gate and installation of the replacement lift gate. Work Statement Typical work includes, but not limited to, steel fabrication, painting, non-destructive testing, and delivery.� All welding on the gate is required to be performed to AWS D1.5M/D1.5 welding code standard by a steel fabricator certified under the AISC Quality Certification Program, Category IBR (Certified Bridge Fabricator - Intermediate) with a Fracture Critical Endorsement (FCE), Category ABR (Certified Bridge Fabricator- Advanced) with a Fracture Critical Endorsement (FCE), or Category HYD (Certified Hydraulic Fabricator).� The Contractor shall have the facilities and capabilities to fabricate the replacement lift gate.� The contractor shall have the means to fabricate items to strict dimensional and quality tolerances that will be required by the contract. The contractor shall have the capability to paint the lift gate leaves with the Corps of Engineers vinyl paint system. �Painting shall be performed by a certified SSPC QP1, SSPC QP3, or AISC SPE painting contractor. The Contractor shall have the capabilities of delivering the completed lift gate leaves via Contractor furnished barges to Melvin Price Locks and Dam mooring area. Submission Please provide examples of work that your company has performed in the areas listed below. Describe past work experience showing all or more than one of the areas listed that was performed under one contract. Areas of work involving characteristics that are similar to the types of work described herein: a.) Steel fabrication and delivery of large single structures of similar size and scope. b.)
