The Department of State�s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous and secure world.� Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): INL is under the Under Secretary for Democracy and Human Rights (J) and works to keep Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.� The Office of Knowledge Management (INL/KM) provides technical assistance to INL program offices in addressing the full range of counternarcotics and criminal justice development issues in over 90 partner countries around the globe and with international organizations. �Technical advisory assistance includes developing standardized approaches to assessments and technical assistance, reviewing international drug policy issues for evidence-based criteria, and identifying best practices across subject areas. �INL/KM also assists INL programs by identifying, networking, and leveraging expertise from across the bureau. �INL/KM also is responsible for developing strategic partnerships with international and U.S. state, county, municipal, and federal law enforcement, justice sector, corrections, and public health agencies and institutions to bring up-to-date and relevant expertise to bear on INL programs. � The purpose of this Personal Services Contract is to perform duties of a Counternarcotics Technical Advisor (�Advisor�). �The Advisor will serve as a technical and policy advisor on a full range of issues related to counternarcotics and supply reduction activities. �S/he will serve as a resource for INL program managers by providing expert guidance in how to develop, design, assess, and monitor counternarcotics programs that are consistent with U.S. foreign policy goals and directives. �The Advisor will assist program offices and the INL/KM Division of Design and Learning (DDL) on counternarcotics program design. �The Advisor will provide counternarcotics-related technical expertise within INL, and support embassies in efforts to build the capacity of partner nations. � � Technical advisory assistance includes consultations with INL offices and embassies on the full range of effective counternarcotics programs and best practices, with particular focus on drug supply reduction and precursor chemical control. �The advisor must be able to assess a country�s unique illicit drug issues and recommend effective countermeasures. �Such measures may include programs for disrupting illicit production, diversion, trafficking, eradication, and interdiction in the maritime realm and at borders, ports, and international shipment facilities, alternative development, and case investigation techniques and prosecutions. The advisor should have broad experience working with U.S. and foreign law enforcement agencies, multilateral organizations, and host nations. �The advisor should be versed in the U.S. drug control strategy and its complementary pillars of drug supply reduction and drug demand reduction, which are the core components in the balanced fight against illicit drug availability and misuse. � DUTIES AND RESPONSIBILITIES Under the direct supervision of a Washington-based INL/KM Cross Functional Team Lead, the Advisor will perform the following duties: ��� �Serve as an advisory resource for INL program managers in Washington and in the field, on specific aspects of counternarcotics programs designed to identify, detect, deter, and disrupt production and trafficking of plant-based and synthetically derived illicit drugs and precursor chemicals. � ��� �Provide assistance to bilateral, regional, and centrally-managed counternarcotics programs and budgets for activities directed at supporting the development, delivery, assessment, management, and evaluation of foreign assistance related to illicit drug supply reduction to further United States foreign policy interests and alignment with international drug control conventions. � ��� �Inform and shape INL bureau counternarcotics policies and programs based on current and emerging drug threats and challenges. �� ��� �Provide support for developing policies, including drafting documents, and conducting analyses, feasibility studies, and strategy options. �Assist the program offices and KM/DDL with designing CN programs based on proven models of engagement. ��� �Prepare background and briefing materials, speeches and talking points for a range of Department of State staff including but not limited to the KM Office Director, INL Assistant Secretary and Deputy Assistant Secretaries. ��� �Travel as necessary, and in coordination with other INL offices, to provide consultancy expertise with embassies. �Additionally, participate in expert working group meetings and conferences as appropriate.� ��� �Coordinate with Training and Program Design offices to incorporate relevant subject matter in INL training materials and program management tools. ��� �Participate as a subject matter expert in technical review panels. � ��� �When required, perform the role of Duty Officer. ��� �Perform other duties as requested and assigned that are directly related to this Statement of Work. ��� �Perform services that fall within the general scope of work and overall INL mission at physical locations other than Washington INL headquarters, including within other INL offices, bureaus or other USG agencies for a period not to exceed six (6) months.� TRAININGS & DISTANCE LEARNING COURSES 1.�� �Completes the mandatory High Threat Security Overseas Seminar within 30 days of start of contract. 2.�� �If needed, completes the Contracting Officer Representative (PA296) distance-learning (DL) course and/or the Grants Officer Representative DL course through the Foreign Service Institute (FSI) within 30 days of supervisor�s request. � PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS Washington, DC. �Some travel is expected.� RELATIONSHIP The Counternarcotics Technical Advisor (�Advisor�) will report to the INL/KM Cross-Functional Team Lead who reports to the Technical Advisory Division Chief. �This position does not have any supervisory responsibilities. �The Team Lead will provide yearly performance reviews to contribute to the incumbent�s official yearly review. The INL/KM �team lead supervisor will provide yearly performance reviews to the INL/EX/GAPP Contracting Officer in Washington, D.C. to contribute to the incumbent�s official yearly review. �� � COMPLEXITY The work involves managing and providing technical expertise for the multiple lines of effort �that comprise counternarcotics activities, as well as leading efforts that will have a major impact on the way in which the INL bureau utilizes subject matter expertise essential to its work. �The ability to perform complex analysis, meet short deadlines, and to multi-task successfully is essential. �� SCOPE AND EFFECTIVENESS The Advisor performs a broad range of such as providing technical guidance, analysis, and information related to the activities intended to detect and disrupt counternarcotics activities and networks. �Multi-disciplinary experience and knowledge of effective counternarcotics approaches is necessary to help design well-conceived programs that produce viable results. � PERIOD OF PERFORMANCE The period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions. MINIMUM QUALIFICATIONS 1.�� �U.S. citizenship with the ability to obtain and maintain Department of State Top Secret level security clearance. 2.�� �Bachelor�s degree from an accredited university or college. 3.�� �A minimum of five (5) years of experience developing, managing, and overseeing a counternarcotics foreign assistance program and/or experience conducting counternarcotics operations with foreign partners. 4.�� �A minimum of two (2) years of experience at the rank of a deputy director or higher (or the FS-02/GS-14 equivalent) with �work in a U.S. foreign assistance, �capacity building, or investigations and analysis program based in a foreign country that involved demand and/or supply reduction and counternarcotics activities.� 5.�� �Knowledge of and a minimum of five (5) years of experience related to drug supply reduction measures, including precursor chemical control and the cultivation, manufacture, and distribution of illicit substances, both in relation to plant-based and synthetic-based psychoactive substances.� 6.�� �Experience in writing products such as reports, policy/position papers, information/action memos, guides, and briefs related to drug control. 7.�� �Experience conducting policy and program development and analysis, including monitoring and evaluation of activities in the field of drug control. �Experience working on drug control measures internationally, specifically precursor chemical diversion control. � 8.�� �Expert knowledge in the regulation, manufacturing, distribution, and dispensing of legally produced controlled substances and listed chemicals as to prevent the diversion of controlled substances and listed chemicals into the illicit market. 9.�� �Knowledge of the chemical composition, production processes, and control measures for narcotics and other drugs of abuse. 10.�� �Demonstrated experience working with other U.S. government agencies and international organizations.� 11.�� �Experience with or knowledge of foreign assistance principles and processes. 12.�� �Demonstrated ability to manage multiple concurrent activities of varying complexity including changing priorities and short turn-around times. BASIS OF RATING: Offerors who clearly meet the Education/Experience Requirements will be further evaluated based on scoring of the Evaluation Factor responses. INL will not pay for any expenses associated with the interviews. In addition, applications (written materials and interviews) will be evaluated based on content as well as on the applicant's writing, presentation, and communication skills. COMPENSATION (BASE PAY) This position has been designated at the GS-14 equivalent level ($122,530 - $159,286 per annum). Final compensation will be negotiated within the listed market value based upon qualifications, previous relevant experience and work history, salary and educational background. Salaries, including any recruitment supplemental pay that exceeds the listed pay range, will not be entertained or negotiated.
