- This notice is a combined synopsis/solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 �Streamlined Procedures for Evaluation and solicitation for commercial Items,� as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-NIAID-2054360 and the solicitation is issued as a Request for Quotes (RFQ). This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-04, Effective 01/19/2021.� The North American Industry Classification System (NAICS) code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing, with a small business size standard size of 1,000 employees. This requirement is not set-aside for small business. Brand-name or equal. Background and description of requirement: For COVID-19: The National Institute of Allergy and Infectious Diseases (NIAID) conducts and supports basic and applied research to better understand, treat, and ultimately prevent infectious, immunologic, and allergic diseases. For more than 60 years, NIAID research has led to new therapies, vaccines, diagnostic tests, and other technologies that have improved the health of millions of people in the United States (U.S.) and around the world. NIAID has a unique mandate, which requires the Institute to respond to emerging public health threats. qPCR is a tool that is used for every single project here at the IRF. In order to complete this assay, each study gathers hundreds of samples that need to be processed and the DNA or RNA extracted. Currently, the process includes a manual column based kit. The kit optimized for low volume samples (70 uL) and takes approximately 2.5 hours of solid hands on time. We need to purify 96 samples with a total hands on time of 30 minutes for plate and sample loading. The ability to complete a large volume of RNA/DNA extractions in our building is vital to completing COVID-19 studies. Each 24-sample run takes approximately 2.5 hrs of solid hands on time to complete. With every study having hundreds to thousands of samples needing extracted, it can take weeks for all the samples in the study to be completed.
