- The Centers for Disease Control and Prevention (CDC), Office of Acquisition Services (OAS) on behalf of Center for Surveillance, Epidemiology & Laboratory Services Office (CSELS) Division of Scientific Education and Professional Development (DSEPD) Education and Training Services Branch (ETSB), intend to award a sole source firm fixed priced simplified purchase order to Rustici Software LLC to update and maintain the current software mechanism which allows CDC to better distribute, track, and evaluate eLearning course content in the Laboratory Safety arena to address safety issues within the agency. The main objective is to continue the SCCC, also known as eTrack, which allows CDC to better evaluate both the effectiveness of their eLearning courses, as well as track learner�s progress through individual courses. It allows CDC to see where learners went wrong and allowing CDC to see areas that require more in-depth training. CDC can also distribute eLearning courses to external federal agencies, state, and local public health partners for inclusion in their Learning Management Systems (LMS) while still transmitting reporting data back to CDC. The Education Training Services Branch is picking up the SCCC after a successful installation and pilot by the Division of Laboratory Services with a goal of maintaining and expanding the use of the SCCC to other programs in CDC.� The Rustici Software Content Controller / SCORM Engine 1.2/xAPI application was custom designed and built by Rustici; it is a compiled Java application that allows organizations to maintain control of SCORM content, within the organization�s distributed Learning Applications and outside the organization in any third party LMS that also supports the basics of SCORM 1.2. The Content Control Center will also provide the ability to create accounts for customer�s administrators, an interface for customer�s administrators to import and manage configurations for courses in the customer account, as well as reporting on the performance and progress of learners taking the course, both from external LMS�s and internal LMS�s. The Rustici software is unique, in that, it allows the Education and Training Services Branch to evaluate the effectiveness of existing eLearning courses, as well as track user�s progress through individual courses. The Content Controller�s ability to report on the performance and progress of the eLearning courses, from both LMS�s and internal LMS�s allows the Education and Training Services Branch to focus on areas that require more in-depth training; this is an exclusive characteristic of the Content Controller that is not available elsewhere. Rustici Software Content Controller contains proprietary programming and no other companies are allowed to modify or support its source code. Therefore, Rustici is the sole manufacturer and distributor of this product and there are no other known vendors who can provide the required annual technical support or product updates for the Rustici Software Content Controller / SCORM Engine 1.2/xAPI software. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 41 U.S.C. 3304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within seven (7) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotation /response should be emailed to the Contracting Specialist at lsf7@cdc.gov (CTR) by 4:00PM EST on 02-02-2021.� No telephonic quotes shall be considered.
