Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 20215201004 and is being issued as a request for quotation as a SAF (Subject to Availability of Funds) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2021-02 issued October 23, 2020. This is a 100% Small Business Set-Aside, the applicable NAICS code is 238320 Paint and wallpaper stripping, Product Service Code Z1EZ Maintenance of Other Industrial Buildings, with a size standard of $16.5 million. The Government is seeking quotes to Painting the interior of the Falcon Power Plant. The project is located at the United States International Boundary and Water Commission (USIBWC) Falcon Power Plant location at FM2098, 1 Reservoir Rd., Falcon Heights, Texas 78545. The attachments to this solicitation include: Performance Work Statement (PWS); SCA Wage Determination, Request for Quote sheet, Photos�and Clauses and Provisions. Contractors shall include with their quote a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer.� This may also be completed online at SAM.gov. SITE VISIT: Vendors are encouraged to attend an agency organized site visit. Site visits may be scheduled by contacting Mr. Raul Salinas at raul.salinas@ibwc.gov 956-848-5265�or Mr. Edi Delgado at edi.delgado@ibwc.gov�by no later than January 21, 2021. While attending the site visit all vendors must adhere to COVID-19 requirements for social distancing and the use of personal protective equipment (PPE) (i.e. mask and gloves). Vendors will not be permitted access to IBWC facilities without proper PPE. Virtual site visits (video/photographs) are not permitted. Any questions related this solicitation shall be submitted to angelica.baca@ibwc.gov in writing ONLY no later than 1:00pm MST, January 28, 2021. �Any questions received after this deadline may not be answered unless deemed significant by the contracting officer. Quotes shall be submitted via email to angelica.baca@ibwc.gov no later than 3pm MST February 4, 2021. 52.232-18 Availability of Funds (Apr 1984) NOTE: Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. 12/17/20 Q&A 1. What coating systems are you requesting: Interior Latex Paint due to humidity inside the plant� 2. What type and amount of prep work are you requesting? The paint brand is not specified by the Govt. The paint shall not be water-based. No lead products shall be used. 2. Contractor shall provide their own restrooms and cannot use the Govt. restrooms. 3. Contractor can use electricity and water provided by Govt 4. Holes smaller than 3 inches (don�t need to be covered/repaired) 1/14/21 1.�� Modification� is issued to add 8 floor plant drawings (attached) 2.�� Forty (40) Doors need to be painted, gray color oil base. 1/15/21 1. Specified colors and paint materials that shall be used to match the existing wall surface colors to include the type of finish so we can submit our bid and incorporate the pricing of materials needed for the project. = SEE ATTACHMENT ""FALCON POWER PLANT INTERIOR PLANT COLORS"" Document: ""Falcon Power Plant Interior Plant Colors"" has been attached 2. What type and amount of prep work are you requesting?� Power washing is required to remove loose paint and clean. The bid shall include labor, equipment required to perform the project, material, and supplies. 3.� All paints are specified to be Latex. This can either mean �contains latex� or �is water-based� Does �Latex� here mean �contains latex� or �is water-based?� Related to this, the verbiage on Beta.Sam.gov states �The paint shall not be water-based� in the 1/12/21 update. There is no such thing, under either definition of latex, of a latex paint that is not water-based. What type of paint is required, given that these requirements are incompatible? The paint brand is not specified by the Govt. The paint shall not be water-based. No lead products shall be used. Oil Base Paint Semigloss will be used for this project. 4. Approximately what percentage of the surfaces to be painted need to be patched/repaired first? 0%. Not repairs. 5.� Page 8, Section 3.2A of the Solicitation document says �The Government will not be furnishing any utilities for this project including, but not limited to electricity, telephone, sewer, and natural gas.� The beta.sam page says electricity and water usage are supplied by the government.� Which statements take precedence? Contractor shall provide their own restrooms and cannot use the Govt. restrooms. Contractor can use electricity and water provided by Govt. 6.� Does the Linear Feet (LF) measurement refer to the total length of pipe, or the length of the segment of multiple railings? The total length of 1 � inch safety rail pipes (Linear feet). 1/19/21 Do all areas requiring height-based access include room for a scissor-lift or JLG? How high are the ceilings in each of the relevant regions? What kind of substrates are the walls and ceilings in each region? (i.e. concrete, steel, drywall, wood, CMU, etc) What kind of substrates are the doors, doorframes, and windowframes that are to be painted, in addition to the walls and ceilings. What type of paint is currently on the relevant surfaces? (The type of paint makes a difference for what kind of primer has to be used) With regards to the questions above some high areas can only be done with scaffolding but there are areas where a scissor lift can be used. The highest wall that will be painted is 45 feet tall and the others vary. All the walls being painted are concrete, the door frames and doors are metal.� Half of the walls have water based paint and half the ones that have been painted most recent have latex paint. 6. What are the�measurements for the height of each wall , will a heavy equipment lifter be necessary or will a 40 ft ladder get the job done?�� The tallest wall is 45 feet tall the rest vary but a 40 foot ladder will not work you need scaffolding or scissor lift or something similar. 1/25/21 1. Are�paintings of the floors excluded? Floors are not included just walls and handrails� 2. The concrete wall below the windows and above the white existing paint will be included to be painted. Walls�need to be painted all the way to the crane running structure (white and green) 3. The conduits are not included to be painted?�� No conduits need to be painted. 4. The movable equipment and misc. items will be moved by others for the contractor to access the work areas to be painted? Big equipment laid on the walls would be relocated with the crane by power plant personnel specially in the generator floor. 5. Will the Electrical/Cable Gallery Room (307) in this scope of work or will it be completed in house? This room is included in the project. �6. Ceilings are to be included? Will the West Stairway with 11 stories be included? Not ceiling just walls and handrails� 7. Will you require SSPC SP 10 preparation to bright white metal on the steel structures including the handrails? Handrails: just� dry light cleaning with sand paper and solvent. 8. Will you require a NACE Level 3 inspector to perform QA/QC and report compliance with the preparation and application requirements of the paint systems, including the steel structures? No handrails inspection
