- REQUEST FOR INFORMATION (RFI) FOR THE COMBAT CAPABILITIES DEVELOPMENT COMMAND, CHEMICAL BIOLOGICAL CENTER (DEVCOM CBC) �CHEMICAL BIOLOGICAL DEFENSE AND BIOMANUFACTURING RESEARCH EFFORT� INTRODUCTION: The United States Army Contracting Command � Aberdeen Proving Ground, Edgewood Contracting Division (ACC-APG ECD), on behalf of the Combat Capabilities Development Command, Chemical Biological Center, Biosciences Division (DEVCOM CBC BSD) is issuing this RFI as a means of conducting market research to invite participation from all those engaged in related research activities and appreciates responses from all capable and qualified sources with an active Personnel Reliability Program (PRP) having an interest in and the resources that would be capable of supporting a new requirement to provide qualified chemical surety and non-surety laboratory technical experience and expertise, technical laboratory work, programmatic support for applied and basic research and administrative support to defeat chemical/biological threats. This effort will encompass the detection, identification, growth, purification, analysis and detoxification of known and new biological pathogens, naturally occurring and synthetic toxins, biologically active compounds, Biomanufacturing of biological and chemical products and organophosphorus chemical warfare nerve agents that have high potential for use as warfare and terror.� The mission of the DEVCOM CBC BSD is to enhance the Chemical Biological Radiological Nuclear (CBRN) defense programs through scientific expertise aimed at defeating chemical and biological threats. The intention is to procure these services on a competitive basis BASED ON THE RESPONSES TO THIS RFI NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET ASIDE FOR CERTIFIED SMALL BUSINESSES (IN FULL OR IN PART) OR MAY BE PROCURED THROUGH FULL AND OPEN COMPETITION. All Small Business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. PLACE OF PERFORMANCE: It is anticipated that this effort will primarily take place at U.S. Army laboratory facilities located at Aberdeen Proving Ground, Edgewood Area (APG EA). RESPONSES WILL NOT BE RETURNED TO THE RESPONDER. NOT RESPONDING TO THIS NOTICE DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE REQUEST FOR QUOTE (RFQ) OR INVITATION FOR BID (IFB) OR RFP, IF ANY ISSUED. IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE GOVERNMENT-WIDE POINT OF ENTRY (GPE). IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE FOR ADDITIONAL INFORMMATION PERTAINING TO THIS REQUIREMENT.� PROGRAM BACKGROUND: The U.S. Army DEVCOM CBC BSD at APG EA is responsible for basic research, advanced development, testing, and evaluation of technology in microbiological, biochemical, chemical and analytical fields of science, which support a broad range of research studies that include chemical and biological detection technology and �sensors, immunosensor assay development, validation, production of biological reference material and biological reagents, production of tri-service biomaterials and commodity chemicals with downstream processing and data management. Furthermore, the DEVCOM CBC BSD maintains a formal Quality Management System to support its International Organization for Standardization (ISO) and International Electrotechnical Commission (IEC) certification for quality analytical and operational processes. The DEVCOM CBC BSD will support the current capability primarily through the conduct of chemical and biological surety and non-surety laboratory expertise. In accordance with these assignments, the DEV COM CBC BSD provides the following: a. Research and Development programs in the areas of biomanufacturing, microbiological, biochemical, chemical and computational fields, which support a diverse base of research topics, to include pathogen studies, decontamination, toxic small molecules, threat characterization, sensor and assay development/evaluation and the production of biologically derived materials to include both biological material and chemical commodities. REQUIRED CAPABILITIES: For specific details, please refer to the draft Performance Based Work Statement (PWS) incorporated as an attachment to this announcement (Attachment 1). a. The contractor must have an active PRP and provide a fully qualified PRP staff with requisite experience on day one of contract award. b. The contractor shall provide hands on support for biomanufacturing efforts at DEVCOM CBC BSD. The contractor shall conduct hands on bioproduction, technical interpretations and laboratory test support to the Government on matters dealing with the use and development of laboratory testing approaches and methodologies, laboratory instrumentation, analyses and proper waste disposal procedures cited in Standard Operating Procedures (SOPs). c. The contractor shall provide technical expertise and conduct hands on analyses for Government programs using, but not limited to, the following analytical instrumentation and equipment: 5-1500 L Fermenters Alfa Laval Centrifuge Continuous Flow Centrifuge Distillation Column Filter Press Ion Exchange Chromatography KARR or Scheible Column Lyophilizer Millipore Ultrafiltration Unit Spray Dryer Tangential Flow Filtration Unit Rotary Evaporator Thin Layer Chromatography Tanks Miller Tube Furnace d. The Contractor shall provide hands-on chemical surety and non-surety biological�expertise, technical interpretations and laboratory test support to the Government on matters dealing with the use and development of surety and non-surety laboratory testing approaches and methodologies, laboratory instrumentation, analysis and proper waste disposal procedures.� � e. The contractor shall provide a Subject Matter Expert (SME) in the development processes for fermentation, downstream processing, and characterization of microbial products, to include specialty chemicals, biological polymers, proteins and phage-based products. � f. The contractor shall provide support to the biomanufacturing effort. � g. The contractor shall provide information technology services to include support for dedicated software, hardware for biomanufacturing operations, data and information collection, management, analysis, and communication. � h. The contractor shall assist the Government with the study of cell processes and shall have an understanding of gene sequencing, cell signaling, and gene expression. The contractor shall participate in laboratory procedures following protocols, to include Deoxyribonucleic Acid (DNA) sequencing, cloning and extraction, Ribonucleic acid (RNA) purification, gel electrophoresis and/or protein expression and purification protocols. � i. The contractor shall assist the Government to grow and study a number of viruses or bacteria at Biosafety Level (BSL)1, 2, and/or 3. The contractor shall be responsible for investigating growth, structure, development and other characteristics of microscopic organisms. The contractor shall participate in characterization, detection, identification and decontamination studies using a wide range of analytical and scientific techniques. � j. The contractor shall provide expertise in downstream processing for biomanufacturing and facilities design. � k. The contractor shall provide administrative, program and project management support. � If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. � The Government will evaluate market information to ascertain potential market capacity to: 1) provide services consistent, in scope and scale, with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; event and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. � SPECIAL REQUIREMENTS: Personnel and Facility Security Clearances: Laboratory personnel within the CBC BSD must have an active security clearance at time of contract award. A DD Form 254 Contract Security Classification Specification shall apply to this requirement. The beta.sam.gov system may not yet have applied those updates. � ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES STATEMENT): � A draft Performance Work Statement (PWS Attachment 1) is provided for review. � Interested parties are requested to submit a capabilities statement of no more than ten (10) pages in length in Times New Roman font of not less than 10 pitch. The deadline for response to this request is no later than 3:00 pm, Eastern Standard Time (EST), 23 February 2021. � This documentation must address at a minimum the following items: � 1.) What type of work has your company performed in the past in support of the same or similar requirement? � 2.) Can or has your company managed a task of this nature? If so, please provide details. � 3.) Provide documentation of enrollment with an active PRP in accordance with Army Regulation (AR) 50-6. � 4.) Provide detailed experience with qualified chemical surety and non-surety laboratory work and the ability to operate under approved Standard Operating Procedures (SOPs) for hazardous operations. � 5.) Can you demonstrate the ability to provide qualified technical CPRP scientists and technicians on the first day of contract award, as well as additional administrative support?� � 6.) Can or has your company managed a team of subcontractors before? If so, please provide details. � 7.) What specific technical skills does your company possess which ensure successful capability to perform the tasks � 8.) If you are a certified Small Business, please note that under a Small-Business Set-Aside, in accordance with FAR 52.219-14, the small business prime must perform at least 50% of the work themselves in terms of the cost of performance. Please provide an explanation of your company�s ability to perform at least 50% of the tasks described in the draft PWS for the Period of Performance, which is anticipated to be one 12 month base period and two 12 month option periods. � 9.) Respondents to this notice must indicate whether they qualify as certified Small Business Concern. Please provide a statement including current status, company name and address, Commercial and Government Entity (CAGE) code, Tax Identification number and company profile, to include number of employees, annual revenue history, office locations, Data Universal Numbering System (DUNS) number, etc. � 10.) Include in your response your ability to meet the requirements in the Facility and Safeguarding requirements. � The anticipated period of performance consists of one 12 month base period and two 12 month option periods. � The contract type is anticipated to be a Cost plus Fixed Fee (CPFF). � Your response to this RFI, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Sheila Ramos, in either Microsoft Word or Portable Document Format (PDF), via email at sheila.l.ramos2.civ@mail.mil. � � All data received in response to this RFI that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. � No phone calls will be accepted. � QUESTIONS OR REQUESTS FOR CLARIFICATION: � Only electronically submitted questions and requests for clarifications regarding this RFI will be accepted and must be submitted to the contract specialist identified above or the Contracting Officer at Nicholas.granat.civ@mail.mil �no later than 3:00 PM Eastern Standard Time (EST) 15 February 2021.
