36C24921Q0108 Sources Sought Notice This is a Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources (small and other than small) to perform a potential requirement. The Department of Veterans Affairs, Network Contracting Office 9, hereby provides notice of its intent to award a sole source, firm fixed price contract, for period of performance 04/15/2021-08/31-2021 to Door Equipment Company, INC. 2518 Data Dr, Louisville, KY, 40299. The contract is expected to be awarded under FAR 6.302-1. A Justification and Approval for Other Than Full and Open Competition will be prepared. The period of performance shall be for 04/15/2021-08/31-2021. STATEMENT OF WORK GENERAL INFORMATION - 596-21-2-5076-0361 A.1 INTRODUCTION This requirement is to install an Automatic Door Operator in the UK hallway and replace door operator in Emergency Department. A.2 BACKGROUND Automatic access with locking ability is needed for UK hallway that does not currently have an Automatic Door Operator. Emergency Department existing door operator is beyond economic repair and needs to be replaced. A.3 SCOPE OF WORK The Contractor shall furnish all labor, supervision, and material to provide new Operator, program the new equipment, and test for proper operation. WORK REQUIREMENTS B.1 Tasks to be accomplished: Line Item #1: Provide, install, program and test new Besam SW200i Simultaneous Pair Power Door Operator System in UK hallway entrance. Includes Clear Finish, Push Application, 2 Wave Actuators. EQUIPMENT TO CARRY A FULL ONE YEAR WARRANTY ON ALL PARTS AND LABOR. All labor is estimated to be done during normal business hours, M-F, 8AM to 5PM. Line Item #2: Provide, install, program and test Besam SW200i Simultaneous Pair Power Door Operator System to replace existing door operator in the Emergency Department. Includes Clear Finish, Push Application, 1 BEA Bodyguard Cable, re-use existing activation. EQUIPMENT TO CARRY A FULL ONE YEAR WARRANTY ON ALL PARTS AND LABOR. Any changes to this SOW shall be authorized and approved only through written correspondence from the Contracting Officer. A copy of each change will be kept in a project folder along with all other products of the project. Costs incurred by the contractor through the actions of parties other than the Contracting Officer shall be borne by the contractor. B.2 Tasks by others: VA Staff will install 120v circuit and wiring to actuators. Additional tasks: The preliminary and final deliverables and all associated working papers, application source code, and other material deemed relevant by VA which are generated by the contractor in the performance of this task order are the exclusive property of the U.S. Government and shall be submitted to the Contracting Officer at the conclusion of the task order. The Contracting Officer will be the sole authorized official to release verbally or in writing, any data, the draft deliverables, the final deliverables, or any other written or printed materials pertaining to this task order. No information shall be released by the contractor. Any request for information relating to this task order presented to the contractor shall be submitted to the Contracting Officer for response. Press releases, marketing material or any other printed or electronic documentation related to this project, shall not be publicized without the written approval of the Contracting Officer. No contractor access to VA computer systems required. SUPPORTING INFORMATION C.1 Place of Performance VA Medical Center, Lexington KY C.2 Period of Performance: 04/15/2021-08/31-2021 The Contractor shall perform all work during normal business hours, (unless other times are stipulated by the Contracting Officer s Technical Representative (COR)). C.3 Special Considerations C.3.1 Contractor Furnished Materials All labor, materials, equipment to perform the job. When ""furnish"", ""provide"", ""install"", or similar term is used it shall mean a complete installation, ready for use. C.3.2 Government Furnished Materials and Services. Government furnished property, if any, will be identified and will only be used for the performance of this contract unless otherwise authorized by the Contracting Officer. The Contractor shall, at all times, take any and all steps necessary for maintenance and preservation of all Government-furnished property. The Contractor shall comply with all reasonable requests of the Contracting Officer to enclose, or specifically protect, Government-furnished property. C.3.3 Qualifications of Key Personnel Contractor s employees should be knowledgeable of standards associated with this type work. C.3.4 Supervision/Communications. At all times during the performance, the Contractor's Superintendent (if applicable) shall be available by cellular phone. Prior to beginning any work, the Contractor shall supply the COTR with the telephone number for the Superintendent. The Contractor's ""Competent Person"" that meets OSHA training guidelines, is capable of making decisions and acting on behalf of the Contractor shall be physically located on site at all times during performance of the contract. If the Contractor's Competent Person is absent from the job site for an extended period of time, the COTR may send all Contractor/sub-contractor employees off the job. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, interested SDVOSB, VOSB, and other small business parties may identify their interest and capability by responding to this requirement no later than February 03, 2021 at 10:30am Central Time (CT). Purpose and Objectives: Your responses to the information requested will assist the Government in determining the appropriate acquisition method. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award. Interested parties are encouraged to furnish information by email only with RESPONSE TO INTENT TO SOLE SOURCE Lexington VAMC Hallway and ED Door Install in the subject line. All documents submitted, will not be returned.
