Description
THIS SOURCES SOUGHT NOTICE IS NOT A PRE-SOLICITATION NOTICE, REQUEST FOR PROPOSAL (RFP), OR AN INVITATION FOR BID. THIS IS A MARKET SURVEY PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) PART 5 TO IDENTIFY POTENTIAL SOURCES. This notice is not to be construed as a commitment by the Government. The Government will not reimburse contractors for any costs incurred as a result of their response to this Pre-Solicitation. The purpose of this Sources Sought Notice is to assist the US Forest Service, White River National Forest in conducting market research to identify sources to meet its requirements, and in accordance with FAR Part 10, to make appropriate acquisition decisions and gain knowledge of potential sources that are capable of installing a new roof (including trusses) and complete electrical system. The proposed North American Industry Classification System (NAICS) codes for this acquisition are 238210 and 238160, with a small business standard size of $15,000,000 DESCRIPTION OF WORK: The White River National Forest, Blanco Ranger District is seeking to replace the District Shop roof and electrical system which were heavily damaged by fire.� Roof replacement will consist of removing and replacing the existing damaged roof trusses, decking and metal roof panels.� Electrical work will consist of removing and replacing all existing wiring, switches, lights and the damaged electrical panel.� The Shop is one-room facility that is approximately 770 square feet. The roof truss and electrical designs have been completed and the contractor will be responsible for procuring these and all other associated components to meet the existing designs and specifications. The Blanco Shop is located approximately 30 miles East of Meeker, Colorado at 30504 Rio Blanco County Road 8. The Contractor shall be able to provide all equipment, supplies and personnel necessary to complete the job including disposal of removed components.� While the Shop Building is not currently in use, Forest Service work crews will continue to utilize the administrative site and the contractor will have to coordinate with the District and Contracting Officer�s Representative (COR) during demolition and installation work to provide continuity of District operations. It is anticipated that this project will commence in early May of 2021. Contractors must be registered in the Federal Government System for Award Management (SAM) in order to be awarded a Government Contract. INFORMATION REQUESTED Interested sources should submit a capability statement detailing the company�s ability to perform the work described above. The capability statement must include the following information: Company name, address, point of contact, e-mail address, telephone number, DUNS, TIN, CAGE code, and any �Doing Business As Name.� � Business type, business size in relation to NAICS codes 238210 and 238160, and identification of any socio-economic procurement program(s) the company may be eligible to participate in (HUBZone, Service-Disabled Veteran-Owned, Small Disadvantaged Business, 8(a), Woman-Owned, and Veteran-Owned). � Indicate if the company is domestically or foreign owned (if foreign owned, please indicate country of ownership)? � Indicate if the company, teaming partners, principals, or subcontractors have had a contract or subcontract terminated for default within the last five years. If so, why? � Provide a description of the company�s (including teaming partners, subcontractors, and/or joint ventures, if applicable) experience over the last five years performing the description of services above. The company�s description should identify the following: The size (dollar value), duration, scope, and complexity of the contract/project; The type of contract (i.e., fixed price, cost reimbursement, etc.); Identification of the company�s role as either a prime or subcontractor; and Identification of contract or project number (including GSA contract number and task/delivery order numbers), and point of contact and contact information (name, address, and phone) at the agency or company where work was performed. Standard company brochures may be included with your response. Submission of company brochures without the capability statement is not considered a sufficient response to this Sources Sought. Response to a Sources Sought Solicitation does not commit an interested party to submit a proposal in response to the issued Solicitation. This notice is issued solely for information and planning purposes and does not constitute a solicitation. All information received in response to this Sources Sought will be treated as business confidential information and exempted from disclosure under the Freedom of Information Act (FOIA). Nonetheless, submitters should properly mark their responses if the information is confidential. Response to this Sources Sought Solicitation will not be returned. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses and questions to this Sources Sought must be submitted electronically via email to Mike Ross, COR (mike.ross@usda.gov) or Lonnie Root, Contracting Officer (Lonnie.root@usda.gov). The Capability Statement must be received no later than 5:00 P.M., Mountain Standard Time on Monday, February 8, 2021.
