INTRODUCTION Potential Sources Sought. This is NOT a solicitation for quotations, quotation abstracts, or quotations.���The Federal Highway Administration (FHWA) is conducting a market survey to identify potential sources for an anticipated contract for �Build America Bureau Corporate Credit Analytics Platform�.� The purpose of this notice is to obtain information, for planning purposes, regarding: the availability and capability of qualified sources to perform the work.� Pursuant to 48 C.F.R. Part 10, the Government is conducting market research to: Determine what sources exist that are capable of satisfying the Government�s requirements listed below, Determine the capabilities of potential contractors, Determine the size and status of potential sources, and Determine the level of competition (i.e. 8(a), set-aside or full and open). BACKGROUND The FHWA Office of Acquisition and Grants Management intends to make an award (firm fixed price) to accomplish the work described herein. �The purpose for this Sources Sought is to conduct market research to identify potential quoters having an interest in, and the resources to accomplish the work.� Consideration will be given to identifying small business concerns, including the sub-categories of SDVOSB, HUBZone, 8(a), SDB and woman-owned.� The result of this market research will contribute to determining the method of procurement. This document contains a draft scope of work. Your firm�s response regarding your firm�s experience and capabilities will be used to determine the availability of potential businesses, both large and small, and their capabilities in meeting the Government�s requirement. DRAFT SCOPE OF WORK The Build America Bureau Corporate Credit Analytics Platform shall provide online access to a credit analytics platform providing an information database of financial, market and enterprise data; credit news and research; risk assessment and analysis for global public and private companies. To meet the requirements of the Bureau, the Corporate Credit Analytics Platform shall include the following: A data set comprising global coverage of no less than 98% (by percentage of capitalization) of publicly listed companies and no less than 900,000 private companies. Company data sets including multi-year financials (including segment data where available), key developments, transactions, securities data, ownership, research and estimates, governance, regulatory filings, news, intercompany relationships, products, biographical and contact data. Credit analysis tool sets permitting the Bureau to perform credit and fundamental analyses of public and private companies using available financial, capital structure, maturity, and research data sets. The credit analysis tools must permit the Bureau to determine a credit rating or score that is appropriate for the credit risk of the analyzed company. The determined credit rating must be calibrated with the subscription service�s credit research rating conclusions and fully described in a detailed ratings methodology. The analytical tools will permit the Bureau to develop customizable credit reports, a credit score and assessed probability of default for analyzed entities; the ability to provide and �spread� financial information obtained directly by the Bureau; and loss-given default and recovery analytics for various debt facilities. Real-time access to the global credit research and ratings of the subscription service provider of corporate and public issuers, sectors and industries, financial structures and markets, and other credit risk developments. Probability of default and recovery rate data sets for all rated cohorts of corporate debt and U.S. municipal bonds covering a period of no less than 30 years. Transaction data sets including debt and equity capital issuances, private placements, buybacks and spin-offs. Financial estimate data sets for researched companies with listed securities. Macroeconomic data covering historical and forecasted series of major economic indicators covering inflation, employment, GDP, and other key economic indicators. Market data sets for quoted market data for interest, foreign exchange, government securities, interbank rates, interest rate derivatives, repo rates, commercial paper rates, Credit securities data sets to review historical and forecasted pricing and terms and conditions for corporate and government securities, structured finance, leveraged loans, municipal bonds and credit default swaps. Industry data sets and profiles that permit peer company comparisons, particularly in the transportation, infrastructure, construction, and financial services sectors; as well as industry surveys. Access for these data and tools shall be available by Internet access via standard web browser software and Apple iOS mobile devices. The platform shall feature Microsoft Excel plug-ins for direct analysis. The subscription service shall provide training for the platform for content, functionality, and workflow for users to be available no fewer than twice during for the base period and each option year. When requested by the Bureau, training may be provided at the point of subscription access in Washington DC or via WebEx or other similar web-based meeting software. During the subscription service shall provide additional support to the Bureau to integrate the platform capabilities into Bureau workflows and credit analysis practices. The subscription service shall provide data and technical support via a 24/7 help desk. Prospective sources should provide examples of activities of this type completed within the last five years. The estimated period of performance for the project is 12 months from the effective date of award with four, one-year options. REQUESTED CONTENT OF RESPONSES TO THIS SOURCES SOUGHT (SS) This Sources Sought Notice is not to be construed as a commitment on the part of the Government to award a contract or cooperative agreement nor does the Government intend to directly pay for any information or responses submitted as the result of this Sources Sought Notice. Interested parties, who consider their firms qualified to perform the above-listed services, are invited to submit responses to this Sources Sought. Any interested organizations are invited to submit a Capability Statement to the identified Contracting Officer/Specialist via email by the response date.��� Responses shall clearly identify: Name, Address, Point of Contact; Size Standard under NAICS code 519130 - INTERNET PUBLISHING AND BROADCASTING AND WEB SEARCH PORTALS (size standard is 1,000 employees); Identify all applicable classifications for your organization, such as: Small Business? Woman-owned business? 8(a) business? Large business Small disadvantaged business HUBZone business? SDVOB business? Non-profit? Description of technical capabilities and relevant experience to perform the work described in Section 4 of this document; Synopsis of experience and expertise of potential staff; Relevant projects completed related to the anticipated objectives of the project with information on the client, scope, and products; and Description of available facilities to perform the work outlined above.� The Capability Statement shall be no more than eight pages in length single-spaced with font size twelve or larger.
