- a.� Purpose The future of secure software development and how it will be won is largely predicated on rapidly fielding quality solutions to the warfighter as quickly as possible. Warfighters will increasingly rely on achievements in software to win tomorrow�s battles - many of which will be fought in the Information and Cyber domains. The purpose of this DRAFT Request For Information is to seek feedback on the proposed actions, gather comments, feedback and questions on the draft Cooperative Research and Development Agreement (CRADA). The purposes of the CRADA are: Purpose 1: Strengthen ties between both institutions, invoke broader means of collaboration, and present a means to directly support the Department of Defense (DoD) Enterprise�s DevSecOps initiative by fostering government, academia, and industry partnerships to collaboratively explore new, innovative concepts to address defense software challenges. Purpose 2: Collaboration across Air Force Activity and the CRADA partner, with support and advice from other government and industry stakeholders, will ensure that the most promising technology candidates for mission employment can transition to operations and acquisition programs. Purpose 3: Outline a structure that develops and sustains a community of businesses and academic partners with the right incentivizing structure to attract highly talented individuals to contribute to, co-develop, and bring in relevant software solutions to Platform One and the greater Department of Defense. We want to know what commercial partners (i.e. consortium participants) think of the Objectives in Attachment 1, which are the key processes that we want commercial partners to execute as part of this CRADA. b.� Scope The key services under this CRADA are listed in Attachment 1: Draft CRADA Joint Work Plan III.� Cooperative Research and Development Agreement (CRADA): The details of this concept are listed in the attached Draft CRADA. IV.� EXHIBITS AND ATTACHMENTS Attachment 0001� �� DRAFT CRADA Joint Work Plan (JWP) ADDITIONAL SUBMISSION INFORMATION: 1. The Government does not intend to award a contract on the basis of this request or to otherwise pay for the information solicited. While the Government intends to use this information for future planning purposes, it will not release any information about your approach that might in any way compromise your competitive posture or proprietary information. 2. All information received in response to this RFI shall be safeguarded adequately from unauthorized disclosure. 3. Supplying pricing data does not imply a contractual obligation and must be provided as a separate document, titled PRICING DATA. 4. All information received in response to this RFI that is marked PROPRIETARY will be handled accordingly. The Government will not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Responses to this RFI will not be returned. Respondents will not be notified of the result of the review. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) nor a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Air Force is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense.
