- Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2015-5707 effective 12-21-2020. This solicitation is set-aside for: Small Business The associated North American Industrial Classification System (NAICS) code for this procurement is 541990, with a small business size standard of $16.5 million. The FSC/PSC is H112. The Department of Veterans Affairs Network Contracting Office 8-San Juan, Puerto Rico is seeking a small business company to provide all management, supervision, personnel, services, materials, supplies, facilities, transportation, general and specialized equipment necessary to perform internal examinations of the Fire Suppression System. The inspections will determine if there is a presence of foreign, organic and inorganic material and piping obstruction, as outlined in Chapter 14 and Annex D of NFPA 25 and conduct a flow test as outlined in NFPA 25, Chapter 6.3.1. Detailed specifications and requirements are provided in the attached SCOPE OF WORK (SOW), Instructions to Quoters, Price/Cost Schedule, Clauses and Provisions. The anticipated contract period of performance is expected to be sixty (60) days from February 12, 2021 or date of award if later. Place of Performance/Place of Delivery The full text of FAR provisions or clauses may be accessed electronically at http://acquisition.gov/comp/far/index.html. The following solicitation provisions apply to this acquisition: FAR 52.212-1, Instructions to Offerors Commercial Items . FAR 52.212-2, Evaluation-Simplified Acquisition Procedures FAR 52.212-3, Offerors Representations and Certifications Commercial Items https://www.sam.gov registration is required to be complete at time of submission of response. Offerors must complete annual representations and certifications electronically via the System for Award Management (SAM) website located at https://www.sam.gov/portal in accordance with FAR 52.212-3, Offerors Representations and Certifications Commercial Items. If paragraph (j) of the provision is applicable, a written submission is required. The following contract clauses apply to this acquisition: FAR 52.212-4, Contract Terms and Conditions Commercial Items (OCT 2018) addenda is attached. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders (JUN 2020) The following subparagraphs of FAR 52.212-5 are applicable: Please refer to clauses and provisions attachment which contain all applicable clauses under 52.212-5. All quoters shall submit the following: Evidence of qualifications/certifications demonstrating contractor capabilities to perform the work in accordance to the PWS. Credentials in the form of training certificates, certifications of proposed individuals that will be working on the contract to include a qualified inspector. Up to five (5) references of past or current contract performance similar in size and scope. References may include Federal, State, Local Government, and/or private sector. Indicate if your company performed the service as a prime contractor or as a sub-contractor and the work effort performed by your company on the contract. References shall include company name, telephone number, point of contact, e-mail address, contract amount, and performance period. All quotes shall be sent to the karina.miranda@va.gov Award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of FAR 13. Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government. Therefore, the Government reserves the right to select a response that provides benefit to the Government that exceeds the minimum but is not required to do so. Responses may exceed the requirements, but the government is not requesting or accepting alternate quotes/offers; each response must respond to the solicitation requirement statement. The following are the decision factors: Technical, Past Performance and Price. The award will be made to the response most advantageous to the Government. Responses should contain your best terms, conditions. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows: ""The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."" OR ""The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:"" Quoters shall list exception(s) and rationale for the exception(s), if any. Questions submission shall be received not later than 10:00 AM ST on Monday, February 1, 2021 at karina.miranda@va.gov. Submission of your response shall be received not later than 4:00 pm AST, February 5, 2021 at karina.miranda@va.gov. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f).
