- THIS IS A NOTICE OF INTENT TO SOLE SOURCE AND NOT A REQUEST FOR QUOTATION OR PROPOSAL. The U.S. Department of Housing and Urban Development (HUD), Office of the Chief Procurement Officer (OCPO), located in Washington, DC, intends to negotiate on a sole source basis and award a contract to KPMG, LLP (8350 Broad Street McLean VA 22102) for Continuity of Operations (COOP) Services. This acquisition is being conducted using the procedures under Federal Acquisition Regulations (FAR) 13.106-1(b) �Only one responsible source and no other supplies or services will satisfy agency requirements� in accordance with 41 U.S.C. 1901(e)(2). The FAR Part 12 �Acquisition of Commercial Items� as supplemented by the Housing and Urban Development Acquisition Regulation (HUDAR) will be used to evaluate the quote and award this requirement. The North American Industry Classification System (NAICS) code for this requirement is 541611: Administrative Management and General Management with a size standard of $16.5 million. The PSC Code is R408: Support � Professional: Program Management/Support. HUD anticipates negotiating and awarding a firm-fixed-price (FFP) sole-source bridge contract to KPMG, LLP, for this requirement. The Office of Securities Operations (OSO) requires contractor support to assist in the management of the Continuity of Operations (COOP) Program. Specifically, OSO will lead, develop, and execute a series of strategic business resilience initiatives to comply with all applicable Federal mandates and to enhance the organization's ability to continue the performance of essential functions at all times. The Contractor will support Ginnie Mae business resilience activities and initiatives to ensure the continued performance of essential supporting activities. For example, specific types of services, among others, includes the design and facilitation of COOP Test, Training and Exercise (TT&E) activities, review and update of COOP Program documents and artifacts, and the development and integration of policies, plans, and procedures. The current contract is a task order on a blanket purchase agreement (BPA), DU203NP-14-A-10/0009, with KPMG, LLP, expired on January 24, 2021. A new BPA will be awarded once corrective action is completed on a protest received. The government cannot afford to have any break in service or incur additional expenses. This is NOT a solicitation for quotations, quotation abstracts, a request for competitive quotations; or request for competitive proposals; however, all responses received within 3 days from the date of publication of this synopsis will be considered by the Government. Responses must clearly and thoroughly defend any claims or assertions that attempt to refute the government�s claim. A determination by the Government not to compete this proposed action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. Information received on this notice must eliminate the government's concerns and addressed how the items can be provided without jeopardizing the science behind the on-going projects. If no affirmative responses are received within 3 days of this notice to determine whether a qualified source is more advantageous to the Government, a contract will be issued to KPMG, LLP.
