Description
Title: Off-Site Storage for Frozen Compound Management Samples and Freezers for NCATS �(i)������� This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii)������� The solicitation number is 75N95021Q00051 and the solicitation is issued as a request for quotation (RFQ). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13�Simplified Acquisition Procedures; FAR Subpart 13.5�Simplified Procedures for Certain Commercial Items; and FAR Part 12�Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold. THIS IS A NON-COMPETITIVE (NOTICE OF INTENT) COMBINED SYNOPSIS SOLICITATION TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institute on Drug Abuse (NIDA), NIDA Office of Acquisitions � NCATS Section, on behalf of the National Center for Advancing Translational Sciences (NCATS), intends to negotiate and award a purchase order without providing for full and open competition (including brand-name) to Kamtek Inc., 4851 International Blvd, Frederick, MD 21703 for Off-Site Storage for Frozen Compound Management Samples and Freezers. This acquisition is conducted under the authority of the Federal AcquisitionRegulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b)(1), Soliciting from a single source and is not expected to exceed the simplifiedacquisition threshold. Contracts awarded using FAR Part 13-SimplifiedAcquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. NCATS currently has freezers and frozen samples stored on-site at the Kamtek facility and are readily accessible to NCATS. It would be detrimental to the government to attempt to change the off-site facility at this time. It would be difficult to coordinate and plan to transport the freezers and frozen samples to another off-site facility at this time and could pose a risk to continuity and possible loss of frozen samples. With the continuation of using the same off-site facility will also help reduce the risk of freezer failures that could result in damage to frozen samples. The anticipated award date is on or before February 1, 2021. (iii)������ The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-04 dated January 19, 2021. (iv)������ The associated NAICS Code: 493120 � Refrigerated Warehousing and Storage with a Business Size Standard: $27.5M. No set-aside restriction is applicable. (v)������� This acquisition consists of: ����������� Line Item 1: Base Period February 1, 2021 � December 31, 2021 (11-months) for off-site storage of 600 cubic feet of space in a -20 walk-in freezer to store samples and to store nine ultra-low temperature freezers where they will all be monitored 24/7 including preventative maintenance and calibration of nine freezers. ����������� Line Item 2: Option Period One (1) January 1, 2022 � December 3031, 2022 (12-months) for off-site storage of 600 cubic feet of space in a -20 walk-in freezer to store samples and to store nine ultra-low temperature freezers where they will all be monitored 24/7 including preventative maintenance and calibration of nine freezers. (vii)����� The provision at FAR clause 52.212-1, Instructions to Offerors � Commercial Items, applies to this acquisition. ����� Background: The NCATS Chemical Genomics Center (NCGC) is tasked with identifying and developing novel small molecule leads against a wide spectrum of human disease targets, which it accomplishes by screening thousands of small molecules in collaboration with both intra- and extramural researchers. In pursuit of this goal, the Center has a strong internal transdisciplinary team of scientists who continually discover novel small molecules for application against a wide range of human diseases. NCATS, through the Molecular Libraries Small Molecules Repository (MLSMR), acquired nearly 400,000 novel small molecules for testing in our quantitative high throughput screening (qHTS) platform. These molecules were purchased at great expense and have been used in qHTS over the past 10 years in over 4,000 assays. Over 46,000 of these molecules cannot be acquired commercially and are unique to this collection. It would require great expense and effort to reacquire all these molecules so they have been returned to NCATS at the close of the contract in March 2017. To maintain their integrity NCATS requires the compounds to continue to be stored at -20C. The samples are currently stored at the Kamtek facility located at 4851 International Blvd #102, Frederick, MD 21703 . The need to continue storing off-site is imperative until the new NCATS Compound Management lab space is constructed. Also, NCATS lacks the space on-site to store the excess of ultra-low freezers and the contents are not required on site for daily operations. These nine freezers are currently located at this storage facility, which provides 24/7 REES monitoring and monthly reports sent directly to the POC to ensure that the contents are kept at temperature. The facility also ensures that a yearly preventative maintenance inspection and calibration is completed. REES is a freezer monitoring company/service. They monitor whether a freezer is operating as well as whether it is outside of the temperature set point. If either of those two parameters is not met, an alarm email/text/phone call goes to the subscriber (Kamtek) to take action. The REES system also records temperature over time so a technician can see the long term performance of a freezer and if it might need service or if sample loss occurred because of a single event and when. See Attachment 1 � Statement of Work (SOW) The Government anticipates award of a firm fixed-price purchase order for this acquisition, and the anticipated period of performance shall include one 11-month base period and one 12-month option period as follows: Base Period: February 1, 2021 � December 31, 2021 (11 months) Opton Period One (1): January 1, 2022 � December 31, 2022 (12-months) The provision at FAR clause 52.212-1, Instructions to Offerors � Commercial Items, applies to this acquisition. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 23 months. The following factors shall be used to evaluate offers: (i) technical capability of the item offered to meet the Government requirement; (ii) price; (iii) past performance. Technical and past performance, when combined, are significantly more important than cost or price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer�s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Responses to this solicitation must include clear and convincing evidence of the offeror�s capability of fulfilling the requirement as it relates to the technical evaluation criteria.� The price proposal must include the labor categories, an estimate of the number of hours required for each labor category, fully loaded fixed hourly rate or each labor category, breakdown and rationale for other direct costs or materials, and the total amount.
