INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. �These efforts reduce the amount of crime and illegal drugs reaching U.S. shores. � The INL Section at the U.S. Embassy Nassau, The Bahamas, provides foreign assistance under the Caribbean Basin Security Initiative (CBSI) that supports law enforcement and criminal justice reform activities intended to increase the capacity of Bahamian institutions to carry out effective interdiction of illicit trafficking, impede criminal financial gains, and improve the efficiency and effectiveness of the criminal justice system. �In addition, INL supports The Bahamas�s efforts to establish a legislative framework and an organizational structure to address corruption and financial crime issues, which are closely connected to transnational criminal activities in The Bahamas. � In consultation with the INL Director, the INL Coordinator is responsible for day?to?day management of the INL Nassau office, is INL�s contact with the host government law enforcement, financial investigators, and justice sector officials, assesses and responds to opportunities to improve institutional capacity with the development of training and professionalization programs, and provides advice and guidance to the INL Director and Embassy leadership. �The Coordinator oversees the INL foreign assistance programs and budgets in Nassau. �He or she oversees projects that combine U.S. interagency and subject matter experts with trainers from the region to: �improve and standardize police professionalization; build the capacity to prosecute financial crimes and seize criminal assets; advance the counternarcotics and anti-transnational organized crime capability of The Bahamas; improve the efficacy of the Bahamian criminal justice system; and support regional information sharing and interoperability. � The purpose of this Personal Services Contract (PSC) is to serve as the INL Coordinator to the INL Section in Nassau, Bahamas. �The INL Coordinator is responsible for program management services to include design, development, planning, budgeting, implementing, and monitoring, and evaluation of the INL Section�s counternarcotics, anti-transnational organized crime, citizen security, and justice sector projects with a combined budget of approximately $2.5 million annually with additional supplemental funding of approximately $5 million. �In this capacity, the Coordinator provides guidance and recommendations on wide?ranging policy and technical law enforcement matters relative to United States foreign assistance through CBSI.� DUTIES AND RESPONSIBILITIES Under the direct supervision of the INL Director, (or the Director�s designee), based in Nassau, The Bahamas, the INL Coordinator will perform the following duties: Manage: 1.�� �Implement, manage, and conduct oversight on assigned INL programs throughout The Bahamas to achieve INL goals and ensure program sustainability. �Serve as Agreement Officer Representative (AOR), Grants Officer Representative (GOR), and/or Contracting Officer Representative (COR) as required. 2.�� �Manage contracts and other procurement mechanisms, grants, and agreements with multilateral organizations to achieve program objectives. �Draft Statements of Work (SOWs), Notices of Funding Opportunities (NOFOs), and work with interagency and international organization partners to develop project work plans.� 3.�� �Establish and maintain appropriate internal management control systems. �Ensure INL programs are not subject to waste, fraud, or mismanagement. � Coordinate: 4.�� �Coordinate INL programming with other Bahamian government officials, U.S. agencies, other international organizations, non-governmental organizations, and program beneficiaries. �Communicate and coordinate with other donors to avoid duplication of effort and advance shared goals. �Work closely with other INL Nassau staff to coordinate overall assistance to the Royal Bahamas Police Force (RBPF) and other Bahamanian partners.� 5.�� �Coordinate with INL staff and liaise with Bahamian authorities regarding procurement, property management, construction, vehicle purchase and maintenance, training, and communications support for assigned program areas. �Draft project documents, such as terms of reference and statements of work, for specific trainings and other implementation activities in conjunction with INL�s Knowledge Management Division (INL/KM) and INL Western Hemisphere Programs Office (INL/WHP). �Provide information for data collection relative to recipients and outcomes of INL-funded training. 6.�� �Participate in the Embassy Law Enforcement Working Group and, as required by the INL Director, Country Team. �Report, advise, and coordinate with both bodies on INL strategy and programming, programming options, and other areas where INL can assist in achieving Department of State and Embassy Nassau strategic goals. Plan and Advise: 7.�� �Develop and plan INL programs to achieve the U.S. government�s goals in The Bahamas. �In coordination with the INL Director and Bahamian counterparts, maintain strategic plans for assigned program areas. �Provide input to the annual INL budget development process. 8.�� �Advise INL Nassau and INL/WHP on strategic programs in line with INL Program Design Standards that develop institutions to address strategic objectives in The Bahamas and the region. Monitor and Evaluate: 9.�� �Regularly monitor and evaluate programs to ensure their effectiveness and compliance with all applicable laws, regulations, and policies. �Conduct site visits. �Evaluate and report program results. �As necessary, direct mid-course adjustments and close out programs when complete. �Perform and document project evaluations in coordination with host-country authorities and relevant U.S. agencies.� 10.�� �In conjunction with the INL Director, ensure program compliance with all applicable laws, regulations, and policies. �Ensure projects fall within program guidelines as notified to Congress and as laid out in the INL Bahamas Strategy. �Ensure that all INL-funded training is conducted in full compliance with the Leahy Amendment and Section 477 of the Foreign Assistance Act. �Ensure compliance with INL property management regulations. �Explain relevant U.S. laws, regulations, and policies to Bahamian authorities and implementing partners. 11.�� �Monitor program financial records to ensure their accuracy and completeness. �Working with INL staff, ensure budget compliance with INL financial management guidelines and regulations. Report: 12.�� �Provide regular oral and written reports on program implementation. �Provide programmatic guidance and analysis of developments in The Bahamas to the U.S. Embassy Political Section and INL Washington. � 13.�� �Draft and provide advice and assistance in the preparation of required reports, including to the U.S. Congress, INL Bureau, and other U.S. federal agencies. �Contribute to the annual End Use Monitoring Report. 14.�� �Advise the INL Director and INL Washington on issues related to assigned program areas. Other Duties: 15.�� �Work in close conjunction with the INL Director as Representative and provide backup and support for duties and responsibilities as directed. 16.�� �Serve as a subject matter expert in program management for INL Nassau. 17.�� �Represent INL in internal and external meetings, ceremonies, and representational events as required. �Articulate and promote U.S., Mission, and INL policies and goals. 18.�� �Maintain security awareness and properly handle classified and controlled items and information. � 19.�� �When required, perform the role of Duty Officer. 20.�� �Perform other duties as requested and assigned that are directly related to this Statement of Work. TRAININGS & DISTANCE LEARNING COURSES 1.�� �Complete the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of arriving at Post. � 2.�� �Complete the Grants Officer Representative DL courses (PY220, 222, and 224) through FSI within 120 days of arriving at Post. 3.�� �Complete the Introduction to Working in an Embassy (PN113) DL course through the FSI within the first six (6) months of arriving at Post. 4.�� �Complete the mandatory Foreign Affairs Counter-Threat (FACT) Course (OT650) prior to deployment to Post. � 5.�� �Complete INL/KM�s INL-PREP Training within first six months at Post, as required by the INL Director. 6.�� �Complete online EEO and Harassment Training within 30 days of arriving at Post. 7.�� �Complete all other required courses, including Cyber-Security Awareness, Records Management, and Ethics.� 8.�� �Consultations with the INL/WHP Caribbean Team Leader and Bahamas Program Officer in Washington, D.C. may be required. PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS The INL Coordinator is based at the U.S. Embassy in Nassau, The Bahamas. �The incumbent is required to travel throughout Bahamas, the Caribbean, and the United States as mandated by the needs of the program and/or at the direction of the INL Director or Director�s designee. �The Coordinator may be required to travel to other Western Hemisphere countries outside of the Caribbean on an infrequent basis. �� � RELATIONSHIPS The INL Coordinator will work under the direct supervision of the INL Director at the U.S. Embassy in Nassau, The Bahamas, while remaining under the programmatic oversight and guidance of the INL/Western Hemisphere Programs Office Team Lead in Washington, D.C. � The INL Coordinator will initiate projects and execute approved new programs under general supervision. �The INL Director will monitor, review, and assess the INL Coordinator�s work. � The INL Director will provide yearly performance reviews to the INL/EX/GAPP Contracting Officer in Washington, D.C. to contribute to the incumbent�s official yearly review. COMPLEXITY This position involves planning, organizing, and implementing high visibility and politically sensitive programs of significant complexity, which is of significant interest to the public and to Congress. SCOPE AND EFFECTIVENESS . The PSC performs broad and extensive assignments related to a complex administrative/financial program spanning the full-range of citizen safety, law enforcement, rule of law, and counternarcotics programs in the Bahamas, which is of significant interest to the public and to Congress. PERIOD OF PERFORMANCE The period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions. MINIMUM QUALIFICATIONS 1.�� �U.S. citizenship with the ability to obtain and maintain Department of State Secret level security and Medical clearances. �Department of State Ethics clearance (if applicable). Security clearance upgrade to the Top Secret level may be required. 2.�� �Seven years of experience planning, managing, coordinating, monitoring, and/or evaluating programs. 3.�� �Five years of experience working on law enforcement, transnational organized crime, or justice sector issues. 4.�� �Demonstrated experience with U.S. government procurement, contracts, grants, and other programmatic implementing mechanisms. 5.�� �Demonstrated excellence in oral and written English communication, negotiation, and interpersonal communication with diverse audiences.� 6.�� �Demonstrated ability to interact effectively with high-level officials (governmental and non-governmental). 7.�� �Physically able to reside in Nassau, The Bahamas, or other location as assigned, and travel throughout the region.� EVALUATION FACTORS (Used to determine the competitive ranking of qualified offerors in comparison to other offerors.) Factor 2: �� �Program Management ��� ��� ��� ��� ��� �(25 points) Demonstrated expertise in designing, managing, monitoring, and evaluating complex programs to achieve policy goals, especially in a foreign assistance context. �Demonstrated knowledge of U.S. government procurement procedures and program implementing mechanisms. �Prior experience and knowledge of the U.S. federal budget cycle relative to program development a plus. �Demonstrated experience serving as an AOR, GOR, and/or COR and an active GOR or COR certification preferred. �Familiarity with INL�s Program Design Standards desired, but not required. Factor 3: �� �Program Coordination ��� ��� ��� ��� ��� �(20 points) Demonstrated ability to work effectively as part of a multi-cultural team and to coordinate with relevant USG agencies, foreign government officials, and the international community for the purpose of sharing information and developing complementary policies and programs. �Demonstrated experience preparing clear and concise written reports on complex issues. Factor 4: �� �Overseas Experience �� ��� ��� ��� ��� � (10 points) Demonstrated ability, through short-term or extended overseas postings, to work effectively in The Bahamas or in similar overseas environments.� BASIS OF RATING: �Offerors who clearly meet the Education/Experience Requirements will be further evaluated based on scoring of the Evaluation Factor responses. �Offerors are required to address each of the Evaluation Factors in a separate document describing specifically and accurately what experience, training, education and/or awards they have received that are relevant to each factor. �Failure to specifically address the Evaluation Factors may result in your not receiving credit for all of your pertinent experience, education, training and/or awards. INL will not pay for any expenses associated with the interviews. In addition, applications (written materials and interviews) will be evaluated based on content as well as on the applicant's writing, presentation, and communication skills. In the event that an applicant has fully demonstrated his/her qualifications and there are no other competitive applicants, INL reserves the right to forego the interview process. COMPENSATION (BASE PAY) This position has been designated at the FS-02 equivalent level ($89,505 to $131,441 per annum). Final compensation will be negotiated within the listed market value based upon qualifications, previous relevant experience and work history, salary and educational background. Salaries, including any recruitment supplemental pay that exceeds the listed pay range, will not be entertained or negotiated.
