- SOURCES SOUGHT NOTICE The Department of Veterans Affairs (VA) desires to lease space in HARTFORD, CONNETICUT to accommodate approximately 4915 to 5,120 Net Usable Square Feet (NUSF) for use as a Veterans Center. The new space would replace and expand a Veterans Center that the VA has occupied for more than 10 years. VA plans to conduct an open-market competition for the new space. The space must be either a freestanding building or a space within an existing building. The space must be located on the ground floor. On-site parking with 20 spaces is required including 2 designated ADA compliant spaces. A lease for up to 20 years, with 5 years firm is contemplated. Term to be finalized prior to lease award. Occupancy is desired as soon as possible All space must be handicapped accessible in accordance with the Uniform Federal Accessibility Standards (41 CFR 101-19.6, App.A). This will be a full-service lease including heat, electricity, water, snow removal, trash, toilet supplies, janitorial services and supplies. The space to be considered shall be within the Hartford, CT delineated area as follows: (see attached---Delineated Map). Offerors must provide evidence that properties are outside the 100-year flood plain. VA reserves the right to conduct a formal market survey of prospective properties. The VA is limited by law (41 C. F. R. section 102.73.55 to acquire leases) on the most favorable basis to the Federal Government, at charges consistent with prevailing market rates for comparable facilities in the community The VA will provide a complete lease package to offerors that appear capable of meeting its space requirement. That package includes a Request for Lease Proposals (RLP/solicitation), Lease and related documents. Please Note: This posting is not a solicitation for offer, nor is it a request for proposals.
