- THIS IS NOT A REQUEST FOR QUOTE. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as quotes, nor will any award be made as a result of this Sources Sought Notice. Any information provided by businesses to the Government is strictly voluntary. The Government will NOT be responsible for any costs incurred by interested businesses responding to this notice. The purpose of this Sources Sought is to conduct market research only. The government intends to award a 5 year Blanket Purchase Agreement (BPA) to one contractor for this requirement. INTRODUCTION: The Department of Veterans Affairs Boston Healthcare System (VABHS) located at 1400 VFW Parkway, West Roxbury, MA 02132 has a requirement for radiopharmaceuticals, specifically Yttrium-90 microspheres, for the Interventional Radiology Department s treatment of primary liver cancer. All radiopharmaceutical supplies provided under this contractor shall be F.O.B. Destination; fuel surcharges shall not be allowed nor added to the invoice. All radiopharmaceuticals provided shall be USDA and USP approved. BACKGROUND: The Interventional Radiology Department at the VABHS has been treating patients with primary liver cancer (Hepatocellular Carcinoma [HCC]) with Yttrium-90 microspheres and has procured Yttrium-90 microspheres as patient treatment became necessary. However, the VABHS use of Yttrium-90 microspheres over the next several years is expected to increase due to the success of the treatment. VABHS has a need to establish a blanket purchase agreement (BPA) type contract in order to achieve ordering efficiencies and pre-established pricing. Ordering Requirements: The Contractor shall provide personnel for orders for Yttrium-90 microspheres to be placed during standard hours of care Monday through Friday from 0800 (8:00 AM EST) until 1700 hours (5:00 PM EST), not including Federal holidays. Upon the order being placed, the Contractor is to send confirmation to the ordering official via email. The Contractor shall receive orders for Yttrium-90 microspheres from Staff Radiology Technologists assigned to the Interventional Radiology or Nuclear Medicine departments at VABHS. The Contractor shall ensure the Staff Radiology Technologist name and contact information that placed the order is included. The Contractor shall calibrate all Radiopharmaceutical doses to ensure proper activity ranges of +/- 10 percent of the specified ordered dose per specific requirements provided by the Interventional Radiology or Nuclear Medicine departments based on guidelines outlined in 10 CFR Part 35. The Contractor shall notify VABHS ordering official immediately should the inability arise to provide Radiopharmaceutical (Yttrium-90) dose by the required date and time. Deliveries will be made to: WEST ROXBURY CAMPUS: VA Boston Healthcare System West Roxbury Campus Attn: Nuclear Medicine Department, Room 2C-112 Building Three, Second Floor 1400 VFW Parkway West Roxbury, MA 02132 ADDITIONAL REQUIREMENTS: The Contractor shall provide any training or education required to meet commercial standards related to use of the radiopharmaceutical (Yttrium-90) to qualified Interventional Radiology and Nuclear Medicine staff stationed at VABHS. The Contractor shall obtain, maintain, and provide evidence of at the request of the Government, U.S. Food & Drug Administration (FDA) approval of the Yttrium-90 microspheres prior to shipment. GOVERNMENT RESPONSIBILITIES: The Government shall ensure all routine orders for Yttrium-90 microsphere doses will be placed by VABHS to the Contractor a minimum of three business days prior to treatment and before the clinic close of business via phone or internet. The order will include specified activities of doses and calibration times. Prior Government contract work is required to submit a response under this sources sought notice. The intent of the project is to award a 5 year blanket purchase agreement. The NAICS Code is 325412, FSC is 6505 and the size standard is 1,250 employees. This notice is published to conduct market research to determine if there are any contractors that can meet the need of the RFQ. Interested parties responding to this sources sought notice shall submit the following information at a minimum: (1) company name and address, point of contact with phone number, and DUNS number; (2) documentation relating to technical capability of performance for requirements to include references with current point of contact and phone number. (3) Authorized Distributor Letter The response date to this source sought notice is February 15, 2021 at 4:30 PM EST. This market research is for informational and planning purposes only. This is not a solicitation and does not obligate the Government to issue a solicitation. Please be advised the Government will not pay any costs for responses and information submitted.
