- Page 2 of 7 1. CONTRACT INFORMATION: General. A-E Services are being procured in accordance with the Selection of Architects and Engineers Statute (Public Law 92-582), formerly known as the Brooks Act, and implement in Federal Acquisition Regulation (FAR) 36.6. All submissions will be evaluated in accordance with the evaluation criteria. The Government will not pay, nor reimburse, any costs associated with responding to this request. The Government is under no obligation to award a contract as a result of this announcement. Firms will be selected based on demonstrated competence and qualifications for the required work. The NAICS Code for this acquisition is 541330 and the applicable Small Business Size Standard is $16.5M. a. Contract Award Procedure: The proposed A/E services will be obtained by a Negotiated Firm-Fixed Price Contract. Interested parties shall ensure current Licensing and have a current registration in the System for Award Management (SAM) database at https://www.sam.gov and the Vendor Information Pages database at http://www.va.gov/osdbu well as have submitted the current cycle VETS-4212 Report http://www.dol.gov/vets/programs/fcp/main.htm (for contracts in the amount of $150,000 or more). The SAM clause at FAR 52.204-7 changed effective (Oct 2018) and now requires that offerors be registered in the SAM database at the time an offer is submitted and at the time of contract award. According to FAR 52.204-7, registered means, among other things, that the record in SAM be marked as Active . Therefore, failure of a proposed SDVOSB to be registered at the time the SF 330 is submitted and at the time of contract award shall result in elimination from consideration as a proposed contractor. b. SDVOSB Requirements: In accordance with VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside, a service disabled veteran-owned small business concern agrees that, in the performance of the contract, at least 50 percent of the cost of personnel for contract performance will be spent for employees of the concern or employees of other service-disabled veteran-owned small business concerns. 1. SELECTION CRITERIA: Discussions with at least three of the most highly qualified firms will be held after the evaluation board s review of the information submitted in response to the selection criteria. The selection criteria for this acquisition are listed below: Note: Each Evaluation Factor below is to be specifically addressed not only through the submission of the SF330s but also in Narrative Format to clearly show how each Evaluation Factor is formally addressed. The selection criteria for this acquisition will be in accordance with FAR 36.602-1 and VAAM M836.602-1 and are listed below in descending order of importance. (1) Professional qualifications necessary for satisfactory performance of required services to include specific experience and qualifications (i.e. education, training, registration, certifications, overall relevant experience, and longevity with the firm) of personnel proposed for assignment to the project, and their record of working together as a team. (2) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials. Provide a minimum of five (5) similar projects to include technical capabilities in design quality management procedures, Computer-Aided Design and Drafting/Building Information Modeling, equipment resources, and laboratory requirements for the firm and any proposed subcontractors. In addition, provide information concerning the effectiveness of the proposed project team (including management structure, coordination of disciplines, subcontractors, and prior working relationships). (3) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. Provide information concerning superior performance ratings on recently (last 5 years from date of qualification submission for this project) completed VA projects (equivalent medical/hospital facility) as well as the reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness. Provide information concerning any claims against the firm because of improper or incomplete architectural and engineering services. (4) Capacity to accomplish the work in the required time to include the available capacity of key disciplines to perform the work (in the required time). (5) Location in the general geographical area of the project (500 Mile Radius) and knowledge of the locality of the project. (6) Identification of, and commit to, the use of service-disabled Veteran-owned small businesses, Veteran-owned small businesses, and other types of small businesses as subcontractors. Note: There are no construction period services required for this design project. 2. SUBMITTAL REQUIREMENT: This project is a 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns under VAAR 852.219-10, VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside (Dec 2009). PROJECT INFORMATION: Department of Veterans Affairs Southeast Louisiana Veterans Health Care System CFM Deficiency Conduct Facility Site Survey and Drawing Update 2400 Canal Street, New Orleans, LA 70119 Firm Fixed Price Contract Statement of Work 629-20-104 20 October 2020 GENERAL GUIDANCE Title of Project: CFM Deficiency Conduct Facility Site Survey and Drawing Update for the Southeast Louisiana Veterans Healthcare System, at 2400 Canal Street, New Orleans, Louisiana. Background: The construction and activation of the replacement VA medical center in New Orleans, Louisiana was completed in 2015. During construction and post activation, changes were made to the character of the bid plans and majority of those changes were not redlined or recorded on the final set of drawings issued to the VA. At this time, the current set of facility drawings only reflect approximately 60% of actual completed construction, exact location of building service equipment routing, and post activation necessitated changes. This inaccuracy has led to inflated costs from contractors. Maintenance work for the facility can also not be performed accurately. This project requires: (1) a comprehensive field verification to verify and update facility drawings; (2) putting together an accurate set of architectural drawings, plumbing drawings, and mechanical duct system drawings for facility planning, maintenance, operations, compliance, and reporting. Project Overview and Objectives: This Statement of Work (SOW) seeks Architectural-Engineering services for verifying and updating existing architectural, plumbing, and mechanical duct system facility drawings. Project tasks include but are not limited to: 1.3.1. Field verification and updating of architectural drawings, plumbing drawings, and mechanical duct system drawings. 1.3.2 Field verification and updating of plumbing drawings. 1.3.3 Field verification and updating of mechanical duct system drawings. 1.3.4. Field verification and updating of drawings shall be completed in a 12-month period. Scope of Work: The selected A/E shall furnish professionals for all required disciplines, equipment, and travel to perform a comprehensive building and equipment survey of the New Orleans VA Medical Center and shall be required to provide the VA with a set of updated architectural drawings, plumbing drawings, and mechanical duct system drawings on completion. There are other ongoing utility service coordination projects. The selected A/E shall provide the VA with a plan of integrating all changes from these into the final set of updated drawings. Proposal Requirements: A/E proposal shall highlight prior work experience providing similar solutions to the VA and A/E s ability to carry out field verification and documenting/drawing of architectural layouts, plumbing component diagrams, mechanical duct systems, and issuing same as updated record drawings using AutoCAD. A/E s proposal shall include the Approach and Methods the project team will employ to complete the site survey and record drawings in the proposal to the VA. The Proposer's anticipated approach to the project shall include: (a) A summary of the methodology to be used for the work as specified in this SOW; (b) A discussion of the methods of management and coordination that will be used to accomplish the work schedule for all tasks delineated; (c) A depiction of the schedule for the work identifying all phasing requirements and the points of integrating other ongoing utility service coordination projects into the final record drawings submission; (d) An estimated level of effort by each discipline, firm and personnel for each task represented in hours to be spent on each task; (e) Plan for Communication and (f) Pricing/Cost for all Services. Project Requirements: A/E shall provide all labor and resources required to achieve the following: Field Verify and Update Architectural Drawings, Plumbing Drawings, and Duct System Drawings - The medical center consists of a total square footage of over 1.6 million square feet. The current set of facility drawings were developed in Autodesk Revit and AutoCAD. Post activation projects have mostly been documented in AutoCAD. In planning for this survey, the A/E must be aware that some areas may not be readily available to be surveyed. Survey of such areas must be planned in consultation with the occupying service line and conducted only when it is convenient for the service line. The medical center shall require a schedule two weeks in advance to coordinate survey work. Subsequent to the field survey, the vendor shall update all CAD drawings. In updating the drawings, the vendor shall comply with VA CAD standards. The drawings shall be organized in the form of one drawing per contiguous floor, per building, wherever it is possible. When this is not possible, the A/E shall obtain approval from the COR for alternate organizational methods. Verification of architectural elements and building service equipment includes the location of the space conditioning equipment (air handlers, registers, fire dampers) and location of each duct segment by observation in the spaces where they are located. A revised existing duct system layout shall be provided where deviations are verified. The location of all supply and return registers shall be verified. Verification of plumbing drawings includes but is not limited to the location of facility water distribution piping (domestic/fire), natural gas piping, sanitary and vent piping, and storm drainage. A revised plumbing system and associated equipment layout shall be provided where deviations or omissions are verified. The location of specified vs. installed plumbing equipment (valves, pumps, meters, and gauges) shall also be verified and updated. On Site work shall occur at the following location: Southeast Louisiana Veterans Health Care System, 2400 Canal Street, New Orleans, LA 70119. This address refers to the medical center s administrative building. The A/E consultant should note that work shall occur at all buildings within the VA medical center grounds in New Orleans. Note, this medical center is on VA property; therefore, the Authority Having Jurisdiction (AHJ) is the Department of Veterans Affairs. The VA will not provide servers, equipment, or other items needed to perform the required service. Work done on-site at New Orleans VAMC shall be coordinated with the Contracting Officer Representative (COR) appointed by the CO. Generally, work will be done during normal business hours (M-F 8-4:30), holidays excluded. Performance Period: The A/E shall complete all work as required under this SOW in 365 calendar days after issuance of the Notice-To-Proceed. Work on site shall begin no more than ten (10) calendar days after Notice-To-Proceed. Work at the Government site is permissible on Federal holidays or weekends, but subject to advance approval by Contracting Officer s Representative (COR) and/or the Contracting Officer (CO). Recognized Federal Holidays: New Year s Day, January 1* Martin Luther King Jr. Day, Third Monday in January Washington s Birthday (President s Day), Third Monday in February Memorial Day, Fourth Monday in May Independence Day, July 4* Labor Day, First Monday in September Columbus Day, October 12* Veterans Day, November 11* Thanksgiving, Fourth Thursday in November Christmas, December 25* *Note: Federal Holidays that fall on a Saturday will be observed the Friday prior. Holidays that fall on a Sunday will be observed the Monday following. Site survey of specific areas of the medical center that cannot be completed during regular work hours (8:00 am 4:30 pm), may be required as part of this contract. Type of Contract: This contract shall be a firm-fixed price. Quality Assurance Plan: Performance will be measured by the quality of the site survey and updated drawings. The facilities drawings created by the A/E shall be compliant with VA standards and be compatible with generally accepted industry practices. When the A/E creates new facility drawings, the A/E shall submit a preliminary set of drawings for review by the medial center staff. The A/E shall hold in person or on-line discussions to review findings and make agreed-upon modifications. The facilities related data such as occupancy by service lines collected or validated by the A/E must be reviewed by medical center staff and the A/E shall make all agreed-upon changes. The A/E shall make all appointments scheduled with the COR on time and without delay. Should the COR determine that the A/E is not meeting the right level of performance, the COR shall notify the CO of the specific complaint and provide evidence. The CO will investigate the claim and give the A/E the opportunity to provide evidence to the contrary or to make corrections as needed. Should the CO determine that an uncorrectable deficiency has occurred, it shall be documented in the contract file and performance evaluations will reflect the uncorrectable deficiency. The CO retains the right to pay less than the invoiced amount for the related work. CONTRACT AWARD MEETING: The A/E shall commence work only when the Contracting Officer (CO) has conducted a kick-off meeting and a Notice to Proceed has been issued. DEFINITIONS: Contracting Officer: The services to be performed under this contract are subject to the general supervision, direction, control and approval of the Contracting Officer. VA Project Engineer/Contracting Officer's Representative (COR): The Contracting Officer's authorized representative at the construction site. The COR is responsible for protecting the Government's interest in the execution of the construction contract work. His duties include surveillance of all construction work to assure compliance with the contract documents, approval of changed work, approval of all submittals, samples, shop drawings, etc. Firm-Fixed Price (FFP) Contract: This term, as used herein, refers to the Contract(s) to perform all provisions and implementation of the project. A/E (Architectural Engineering Consultant/ Contractor): This term, as used herein, refers to the contractor under this contract or the FFP team. Veterans Affairs (VA) Record Drawings (RD): Validated As-Built Drawings GENERAL REQUIREMENTS For every task, the A/E shall identify in writing all necessary subtasks (if any), associated costs by task, and associated sub-milestone dates. The A/E s subtask structure shall be reflected in the technical proposal and detailed work plan. All written deliverables shall be phrased in layman s language. Statistical and other technical terminology shall not be used without providing a glossary of terms. Requirements Guidelines: The A/E shall coordinate all project work with the COR. The COR will coordinate meetings with other Medical Center personnel and will accompany the vendor to such meetings. The project shall be structured to phase the work as required to minimize impact on the existing activities in the facility. The A/E shall include the services of licensed architect and mechanical engineer, and other engineers/specialists as appropriate for the project. Final updated record documents shall bear the stamp and seal of the responsible professional. The A/E shall, date all material and present the drawings on VA standard size drawings that are appropriately labeled, FINAL RECORD DRAWING , in large block letters above or beside the VA standard drawing title block. In each submission, the A/E shall incorporate the corrections, adjustments, and changes documented during the site survey and those provided as red-line drawings by VA from previous reviews and fabrication drawings. Drawings Criteria: A/E shall revise the entire set of architectural, plumbing, and duct system drawings for the medical center showing any changes from the original design. The VA shall provide marked-up working drawings and/or change order documentation as received from the construction contractor. A note for the requirement of accurate FINAL RECORD DRAWINGS is to be clearly shown on each sheet of drawing. The complete set of FINAL RECORD DRAWINGS and read only, writeable, AutoCAD 2017 CD s shall be delivered to the Chief, Engineering Service with an appropriate cover letter. All drawings shall meet applicable drawing standards and VA criteria. Drawings shall be 1/8"" = 1'-0"" scale except for detail drawings which shall be not less than 1/4"" = 1'-0"". VA standard drawing format (VAF 08-6231) shall be used for all drawings. Drawings shall be provided in AutoCAD 2017. The A/E will provide three (3) sets of completed bound hard copy for each building. Provide two (2) read only FINAL RECORD DRAWING CD s and three (3) editable FINAL RECORD DRAWING CD s. VA guide specifications are available from the Internet from the VA Office of Facilities, Technical Information Library at URL: http://www.cfm.va.gov/TIL/VA. Reviews: The A/E s Approach and Methods shall be reviewed and approved by the VA. VA review period at each proposed phase shall not exceed seven (7) calendar days. VA review period is inclusive of (included in) total contract period. Work at the completion of each proposed phase must be approved by VA prior to beginning the next documentation phase. Work that do not meet VA requirements or achieve project intent shall be re-completed at no cost to the Government. Re-documentation as previously mentioned will not constitute justification for more time. The A/E shall be required to meet the contractual timelines established for the project described (365 calendar days). Project documentation delays that are the result of a Government delay shall not apply to the aforementioned. Communication: The cost of all communications, mailings, copying and reproductions initiated by the A/E in providing these services shall be included in the cost proposal without additional reimbursement. The A/E shall correspond by cloud-based software or a communication format capable of large file storage and distribution. The A/E shall provide access to the site to all stakeholders associated with the project. Other correspondence means such as overnight delivery or first-class mail, or other paperless transmissions are acceptable as secondary methods of communication. Scheduled submittals shall be delivered by courier or overnight mail service. SPECIFIC MANDATORY TASKS AND ASSOCIATED DELIVERABLES Government Furnished Deliverables Drawings of current SLVHCS NOLA Replacement Medical Center, as appropriate. Drawings shall be made available electronically as PDF and/or CAD if available. The A/E shall conduct a comprehensive site survey to verify existing conditions. A/E Furnished Deliverables: Site survey to document existing buildings and building systems. All drawings submissions shall consist of the following: Sheet size: 30 x42 shall be to scale and legible when printed at that size Bound. CADD Format: AutoCAD 2017 or later. Organization: VA CADD-Drafting Standards. Electronic (PDF and CAD) and paper copy. Drawing Submission Types To be based on phasing schedule as proposed by A/E and as approved by the VA. Schedule of Values AIA G703 Format Electronic (PDF and Word) copies shall be submitted to the VA. Scheduled of Values shall include all services associated with the proposed task. Progress payments Submission Frequency dependent on VA approved A/E project phasing plan: Invoice approval based on approval of document submissions. Format: Electronic (PDF), AIA G702 Form, Schedule of values completion to accompany (G703 Form) To be reviewed by VA and approved by VA prior to submission for certification Note: Payment will be made based on work completed. Meeting Minutes A/E shall keep meeting minutes and written responses to review comments within one week of the meeting conclusion or receipt of comments for all formal meetings between the vendor and the VA. File Format: Electronic (PDF) Site Visits All costs associated with travel for the site survey shall be borne by the A/E and not the Government. SCHEDULE A/E consultant shall include the proposed project phasing schedule as part of the Approach and Methods submission for VA review and approval. CHANGES TO THE PERFORMANCE WORK STATEMENT Any changes to this PWS shall be authorized and approved only through written correspondence from the CO. A copy of each change will be kept in a project folder along with all other products of the project. Costs incurred by the A/E through the actions of parties other than the CO shall be borne by the vendor. REPORTING REQUIREMENTS The A/E shall adhere to all reporting requirement as outlined in this SOW. Any items that are not covered explicitly shall be reported to the Contracting Officer immediately unless indicated otherwise after contract commencement. TRAVEL The A/E is responsible for providing transportation/travel for all materials, supplies, personnel and all items needed for the duration of this contract unless stated otherwise elsewhere. Site visits and overall travel to the job sites in all instances covered under this contract shall be wholly provided by the vendor, including but not limited to transportation, parking fees, tolls, gas mileage, etc. GOVERNMENT RESPONSIBILITIES The VA shall provide access to the facilities as necessary. The VA Engineering Service (ES), Safety, or Police Services will also provide notification of any systems outages, testing or downtime to affected VA staff Removing Employees for Misconduct or Security Reasons: The Government may, at its sole discretion, direct the A/E (Contractor) to remove any employee from U.S. VA/VHA facilities for misconduct or security reasons. Removal does not relieve A/E of the responsibility to continue providing the services required under any Contract awarded. The Contracting Officer will provide the A/E with a written explanation to support any request to remove an employee. COMPLIANCE WITH APPLICABLE LAWS/REGULATIONS The A/E shall ensure that services provided to the Government under this agreement comply with all applicable laws, statutes, regulations, and guidelines that govern the operation of systems by the Government. The A/E shall also ensure that all services provided to the Government under this agreement comply with all Government mandated procedures, standards, and requirements. As the Government develops and implements new or modified policies and procedures either to comply with internal agency rules and procedures or to comply with applicable rules, regulations, statutes, or other binding obligations (""Additional Compliance Terms""), the Government reserves the right to incorporate such Additional Compliance Terms into this Agreement. The A/E hereby acknowledges and agrees that such Additional Compliance Terms shall become part of this agreement. The Government shall provide the A/E with prior written notice regarding the date by which the A/E shall comply with each set of Additional Compliance Terms (""Compliance Date""). Failure to comply with the Additional Compliance Terms prior to the Compliance Date shall be cause for the Government to immediately terminate this agreement. In the event that the Government terminates this agreement because of the A/E s failure to comply with Additional Compliance Terms by the Compliance Date, the A/E shall be liable for such reasonable costs as may be associated with the Government s efforts to procure a replacement A/E and associated systems and services. CONFIDENTIALITY AND NONDISCLOSURE It is agreed that: The preliminary and final deliverables, and all associated working papers, application source code, and other material deemed relevant by the VA which have been generated by the A/E in the performance of this project, are the exclusive property of the U.S. Government and shall be submitted to the CO at the conclusion of the project. The CO will be the sole authorized official to release, verbally or in writing, any data, draft deliverables, final deliverables, or any other written or printed materials pertaining to this project. No information shall be released by the A/E. Any request for information relating to this project, presented to the A/E, shall be submitted to the CO for response. Press releases, marketing material, or any other printed or electronic documentation related to this project, shall not be publicized without the written approval of the CO. The A/E shall abide by the Standards for Privacy of Individually Identifiable Health Information of the Health Insurance Portability and Accountability Act (HIPAA), Public Law 104-01. The A/E shall not use or further disclose Protected Health Information other than as permitted or required by the contract or as required by Law. The A/E shall use appropriate safeguards to prevent use or disclosure of the Protected Health Information. The A/E shall mitigate, to the extent practicable, any harmful effect that is known to the vendor of a use or disclosure of Protected Health Information by the vendor in violation of the requirements of this contract. The A/E shall report to the Government any use or disclosure of the Protected Health Information not provided for by this Contract. The A/E shall document, in a time and manner designated by the Government, any disclosure of Protected Health Information as would be required for the Government to respond to a request by an individual for an accounting of disclosure of Protected Health Information.
