- Naval Information Warfare Center (NIWC), Pacific Products and Systems Production Branch is issuing solicitation N66001-21-R-0041 for engineering services in Support of the Network Integration Engineering Facility (NIEF). The NIEF supports multiple programs of record, such as Consolidated Afloat Network Enterprise Systems (CANES), Automated Digital Network System (ADNS), Integrated Shipboard Network System (ISNS), Submarine Local Area Network (SubLAN) and Cryptographic Modernization. The requirement includes support of rapid-design and integration of Commercial Off the Shelf/Government Off the Shelf (COTS/GOTS) and Non- Developmental Items (CANDI) for military applications and Equipment Qualification Test (EQT) services that necessitate rapid response to a large number of high priority warfighter technical assists. The NAICS code for this procurement is 541330, and the service code is J059. This solicitation for an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract. The Government intends to make award to a single offeror. The CLIN structure will include Cost Plus Fixed Fee (CPFF) CLINs for engineering services as well as cost reimbursement type CLINs for Materials and Other Direct Costs (ODC). The proposed contract is expected to have a one-year base period, followed by four additional one-year option periods, for a total maximum ordering period of five years for continued mission support. This requirement will be competed using full and open competition. THE ATTACHED DOCUMENTS PROVIDES CRITICAL INFORMATION APPLICABLE TO THE SOLICITATION. For this requirement, NIWC Pacific posted a market survey to determine small business capability on SPAWAR E-Commerce Central on 2 April 2020, reference number NIWC_Pacific_MKTSVY_16B09E. Based upon evaluation of the responses to the market survey, NIWC Pacific intends to compete the requirement using full and open competition. The full scope of the requirement is described in the Statement of Work. The NIWC Pacific Small Business Office (SBO) concurred with the acquisition strategy decision. This is a follow-on requirement to an existing single award contract that was competed as a small business set-aside and awarded to KOAM Engineering Services, Inc. under contract N66001-18-D-0075. NIWC Pacific does not intend to hold an industry day for this requirement. NIWC Pacific will be issuing solicitation (N66001-21-R-0041) for an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract. The Government intends to make award to a single offeror. The CLIN structure will include Cost Plus Fixed Fee (CPFF) CLINs for engineering services as well as cost reimbursement type CLINS for Other Direct Costs (ODC) and cost reimbursement CLINs for materials. The proposed contract is expected to have a base period of one year, followed by four additional option years, for a total maximum ordering period of five years for continued mission support. The ODC and material CLINs will be non-fee bearing. The annual estimated level of effort is 388,650 hours. A Bidders Mailing List will not be established and hard copies of documents will not be provided. The solicitation will only be available electronically on the Naval Information Warfare Systems Command E-Commerce Web Page at https://e- commerce.sscno.nmci.navy.mil/ under NIWC Pacific - Open Solicitations. Any amendments, when issued, will also be available only on this web site.
