- Description
- The Naval Air Warfare Center Training Systems Division (NAWCTSD), located at 12211 Science Dr, Orlando, FL 32826 is issuing this Notice of Intent (NOI) to inform industry contractors of the Government�s intent to execute a Sole Source Award under FAR Part 13 � Simplified Acquisition Procedures (SAP), specifically FAR Subpart 13.5 � Simplified Procedures for Certain Commercial Items.� The intended Contractor is NVIS, Inc., located at 11495 Sunset Hills Rd Ste 106, Reston, VA, 20190-5257.� The Government has a requirement to procure one (1) NVISOR ST50 (brand specific no substitute products accepted) and with a three year commercial warranty and is requesting delivery of this end item within 60�days of receipt of award, which is anticipated early February 2021. Based on the Government�s market research, only NVIS, Inc. can provide the exact end item under the current delivery constraints of the Government. However, in an effort to explore additional potential sources, the Government is posting this ""Intent to Sole Source"" and requesting if any additional sources can provide the item within the time-line requested by the Government, please notify the Contract Specialist. This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart 13.106-1(b)(1)(i) allowing the Contracting Officer (CO) to solicit from one source.� The North American Industry Classification System (NAICS) for this requirement is 334118 Computer Terminal and Other Computer Peripheral Equipment Manufacturing. Product of Service Code for this requirement is 6910 � Training Aids and Devices. The Small Business Administration (SBA) size standard for this sector is 1,000 employees.� All inquiries and concerns must be addressed in writing via e-mail to the Contract Specialist, Ms. Asha Gissendanner, at asha.gissendanner@navy.mil with the following information referenced in the subject line, Head Mounted Display (HMD) Quote. Any response to this notice must show clear, compelling and convincing evidence of the ability to meet the Government requirement. A determination by the Government not to compete this proposed procurement based on the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All interested parties who are responsible, certified, and capable may identify their interest and may submit an offer or quotation which shall be considered by the agency no later than 1400 Eastern Standard Time (EST) on February 2, 2021 to Asha Gissendanner at asha.gissendanner@navy.mil. The interested parties bear full responsibility to ensure complete transmission and timely receipt.
