Description

Synopsis of proposed contract action for Schrodinger, LLC to procure an annual Schrodinger Materials Suite License Renewal to provide for the third renewal, fourth year (with an optional fifth year) license(s) for the Materials Science Suite License for AFRL. The minimum requirements for the Schrodinger Materials Science Suite Renewal are as follows: � The software purchase must be polymer cure and thermomechanical modeling software capable of accurately simulating the cure of polymeric materials, as well as their corresponding thermomechanical properties. � The simulations for the chemistry of materials to be cured must be modular to encompass the diverse classes of materials that are commonly used in solid rocket motors. � The software must also be capable of predicting a number of thermomechanical properties, namely glass transition temperature and stress-strain behavior. � It must also be capable of running in parallel on multiple multi-core GPUs to decrease the computational time required to run these simulations. The Air Force Test Center (AFTC), Directorate of Contracting, Installation Contracting Division (PZRB), on behalf of The Air Force Research Laboratories (AFRL/RQR) at Edwards Air Force Base (EAFB) in California, intends to issue an award to Schrodinger, LLC. on a sole source basis in accordance with FAR 13.106-1(b)(1) and FAR Part 12 Acquisition of Commercial Items IAW FAC 2021-04 (19 January 2021). The anticipated contract will be a Firm Fixed Price (FFP). The statutory authority which permits a solicitation from one source is FAR 13.106-1(b)(1)(i). This authority is supported by an approved Sole Source Justification Letter. It is the Government�s intent to proceed with as a single source action. The applicable NAICS code is 511210. The size standard as defined by the U.S. Small Business Administration is $41,500,000 dollars. This notice neither constitutes an RFQ/RFP or an Invitation for Bid (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the government. THIS IS NOT A REQUEST FOR QUOTE OR PROPOSAL AND IS NOT TO BE CONSIDERED AS A COMMITMENT BY THE GOVERNMENT. AFTC has appointed an Ombudsman to hear concerns from potential offerors relating to this acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather the Contracting Officer, Maximiliano Oropeza.
