Description

NOTICE OF PROPOSED CONTRACT ACTION (NOPCA).� The Office of Personnel Management (OPM) intends to negotiate on a sole source basis a Fixed Price Purchase Order with LaBayne & Associates, Inc. [dba Computer Applications Services, Inc. (CASI)], located at 10231 Slater Avenue, Suite 117 Fountain Valley, CA 92708, Cage Code 3XDG7 for the purchase of renewing commercial software and maintenance services, and product upgrades of CASI software.� The estimated Period of Performance (PoP) is for three years consisting of a base period of one-year, 2 one-year option periods.� This software is proprietary and CASI is the sole source provider. In addition, CASI has exclusive rights and does not have authorized resellers or other entities to maintain it. � The proposed contract action is for the CASI software maintenance services and product upgrades in which the Government intends to solicit and negotiate with only one source In Accordance With (IAW) 10 U.S.C. 2304(c)(1) as implemented by FAR 13.106-1(b)(1), only one responsible source.� The Government intends to make an award by Feb 28, 2020. This is not a request for quotation, and the Government does not intend to pay for information received. �A determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government. �Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. �If a firm believes it is capable of meeting the Government's requirement, it may identify its interest and capability to the Contract Specialist within 7 days of this publication.� Interested firms must indicate whether they are large, small, any socio-economic classification, and whether they are U.S. or foreign owned.� All questions and submissions in response to this notice must be submitted electronically via email to scott.amos@opm.gov by 11:00 am Eastern time February 3, 2020. �Telephone calls regarding this matter will be not be accepted nor returned.
