- The U.S. Environmental Protection Agency (EPA), Office of Acquisition Solutions (OAS), Information Technology Acquisition Division (ITAD), IT Infrastructure, Systems, and Services Branch (ITISSB) has a requirement for the continuation of services under contract with the University of North Carolina at Chapel Hill, North Carolina for Library Services. This announcement is extended 15 days, to February 15, 2021 to allow for follow-on award. RTP Library Services Bridge POP: 01/01/2021 - 02/15/2021 The U.S. Environmental Protection Agency (EPA), Office of Acquisition Solutions (OAS), Information Technology Acquisition Division (ITAD), IT Infrastructure, Systems, and Services Branch (ITISSB) has a requirement for the continuation of services under contract with the University of North Carolina at Chapel Hill, North Carolina for Library Services. It has been determined that additional time beyond the current expiration date of January 31, 2021 is required to avoid disruption of support for its program requirements while the follow-on contract is being completed. The Government intends to compete, negotiate, and award a follow-on contract for a 8.5 month base period and four one-year option periods in accordance with Federal Acquisition Regulations. Services currently being provided by the UNC-CH include: 1) Mail Handling; 2) Content Acquisition; 3) Content Management and Maintenance for print and electronic Resources; 4) Circulation and control of library materials; 5) Collection Development; 6) Classification and Cataloging of library materials; 7) Shelving and Filing; 8) In-depth reference and research support to internal and external library users; 9) Interlibrary Loan and Document Delivery; 10) Travel to approved library related conferences and meetings; 11) Website and Database Support; 12) Marketing and Outreach; 13) Participation in meetings and projects related to the EPA National Library Network; 14) Create and conduct training on library related tools, including Endnote; 15) and Provide remote services to other EPA libraries as defined in local agreements. This Notice of Intent is not a request for proposal. This notice of intent is for information purposes only; therefore, no solicitation will result from this announcement. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received within fifteen (15) calendar days of the date of this announcement will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed contract based upon the responses to this notice is solely within the discretion of the Government.
