- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This is a combined synopsis/solicitation.� THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED.� This will be a 100% set-aside for Small Business procurement. The solicitation number is W912PM21Q0013 and the solicitation is issued as a Request for Quote (RFQ). The NAICS code is 541360 with a small business size standard of $16.5M.� This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2021-04. Description of Requirement: The Contractor shall furnish all services, labor, equipment, supplies, tools and incidentals necessary to perform vibracore sampling, development of drilling logs, laboratory testing of soils, and other services as specified herein. A total of 17 vibracores are to be drilled. All vibracore borings are located in a new channel alignment for the Hatteras Ferry Channel, located between Sloop and Barney-Slough navigation channels, Dare County, NC. The boring locations were targeted to sample areas where active shoaling has been identified in a proposed navigation corridor.� Channel bathymetry generally ranges from -4 feet to -12 feet M.L.L.W., depending upon shoaling. Results from drilling performed under this SOW will be evaluated by the Wilmington District of the U.S. Army Corps of Engineers (USACE) to determine beneficial use disposal of dredged material, in compliance with state and federal laws. Evaluation and Award: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award shall be made to the lowest priced technically acceptable offer. �See solicitation provision 52.212-2. Each offeror must submit both a Price Quote and a Technical Proposal via EMAIL to alicia.g.evans@usace.army.mil and rosalind.m.shoemaker@usace.army.mil.� No hard paper copies will be accepted or evaluated. Both the Price Quote and the Technical Proposal must be received by the closing date and time set for receipt of quotes. In an effort to reduce paperwork and reduce cost, all quotes shall be submitted electronically. All submissions shall be in Adobe PDF format and shall be on 8 � x 11 size pages in no less than a 10 pitch or 10 font. Offerors may use compressions utility software such as WinZip or PKZip to reduce file size and facilitate transmission. The time & date of Quote receipt will be the delivery time & date recorded within the email submission as received by the individuals listed above. Do not assume that electronic communication is instantaneous. Offerors should time their upload effort with prudence by not waiting until the last few minutes�this will allow for unexpected delays in the transmittal process. If an electronic submission is uploaded minutes before the deadline but the upload or transmission doesn�t complete until after the deadline, the submission will be considered late.
