- 1/27/2021--This is amended to include the below Questions and Answers and to extend the due date to 03 February 2021, 4pm Eastern Standard Time. Is there an incumbent? [No this is a new requirement.] �Would you consider setting this aside for a Woman Owned Small Business? �How did the agency fair in awarding WOSB contracts? [Yes Market Research indicated as well as the solicitation bids received did not show enough WOSB to set aside however, it is set aside for small business.] �Statement of Work has conflicting dates for this training � item 4 says November/December 2020 and item 8 says TBD. �Would flexibility be allowed to conduct 4 sessions over �several weeks, possibly even months, given the content of information to allow for reflection and application?�[It would be possible to spread these sessions apart. If we were to do that we would prefer to spread them out over the course of weeks, not months.] �What are the instructions for submitting a proposal? �Are you only looking for pricing or a complete proposal with performance indicators? [Looking for a complete proposal in accordance with the Statement Of Work (SOW) and section 5 Qualifications must be provided.] �What is the evaluation criteria for performance? [The evaluation criteria is in the Statement Of Work (SOW) in Section 4 Performance Requirements and the basis for award will be lowest price technically acceptable.] �Would you extend the due date for correction of this solicitation and include a date for questions to be answered by? [The due date will be extended to 03 February 2021.] 21R0030 This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD), located in Indian Head, Maryland intends to award a firm fixed price (FFP) purchase order using Simplified Acquisition Procedures for: Rotating Detonation Engine Exploratory Services. This solicitation will be competed as full and open, and small business set aside. This announcement constitutes the only solicitation and a written solicitation will not be issued. Quotes are being requested under Request for Quotation (RFQ) no. N0017421R0030. The NAICS code is 541611 and the business size standard is $16.5 MILLION. The provisions and clauses included and/or incorporated in this solicitation document are those in effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2020-01 and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20190531. 0001.� 4 Days of Leadership Training. (See RFQ) The Government will award a contract resulting from this solicitation to the responsible vendor whose quote, conforming to the solicitation that will be most advantageous to the Government, price and other factors considered. The Government intends to evaluate all timely quotes received from eligible vendors on a lowest price technically acceptable (LPTA) basis. The Government intends to evaluate quotations and award a contract without discussions with quoters. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. Questions/clarification regarding this solicitation must be submitted via email to Jodi.fields@navy.mil by Wednesday 13 January 2021 10:00 AM EST. Quote packages are due by 15 January 2021 04:00 PM EST. Late quotes will not be considered.
