- 27 Jan 2021 Update The Government is moving forward with the subject opportunity.� Anticipate an unrestricted opportunity.� Acquisition approach will be FAR Part 15, best value tradeoff.� Current plan is to issue a draft RFP on/around 01 March 2021.� Final RFP will be issued on/around 30 Apr 2021.� No response is required at this time. ******************************************** This is NOT a request for proposal or invitation for bid; this is for INFORMATIONAL purposes only to make industry aware of the upcoming requirement. A response is not required at this time. The USACE Buffalo District is currently preparing a solicitation to award a contract for a project at the Port of Ogdensburg located at the Ogdensburg Bridge & Port Authority (OB&PA) in the City of Ogdensburg, St. Lawrence County, New York. Ogdensburg Harbor is a deep-draft commercial harbor, located at the convergence of the Oswegatchie and St. Lawrence Rivers. The associated Federal Channel of Ogdensburg Harbor has varied authorized depths of 27 feet and 19 feet deep. The proposed project consists of deepening the Federal navigation channel to achieve a uniform authorized depth of 27 feet. Results from a geotechnical survey and subsurface exploration study indicates this project will involve removal of various amounts of sediment and hard overburden in rock. Incidental to the execution of this project, the OB&PA plans to perform a capital improvement project under a separate contract action. A vertical dock wall exists at the current 27 foot depth area and a rubble mount revetment at the 19 foot area. The OB&PA plans to extend the vertical dock wall to the planned new uniform 27 foot depth area. TYPE OF CONTRACT AND NAICS: An Unrestricted Full and Open Solicitation is anticipated. Responses to the solicitation will be evaluated under Lowest Price Technically Acceptable (LPTA) Source Selection procedures. One (1) Firm-Fixed-Price (FFP) contract is planned. The North American Industrial Classification System Code (NAICS) for this effort is 237990 - Other Heavy and Civil Engineering Construction. The Contract Duration is anticipated to be three hundred seventy five (375) calendar days from Notice to Proceed. The magnitude of this project is estimated to be between $5,000,000 and $10,000,000. Bonding will be required for this project; any offeror shall have the proper capabilities. Pre-proposal submission meetings will be announced when the solicitation is issued. Please be advised that this requirement may be delayed, revised, or cancelled at any time before award. Paper copies of the solicitation will not be issued. Telephone and Fax requests for this solicitation will not be honored. Solicitation Amendments, if/when issued, will be posted to the above referenced website for electronic downloading. This will be the only method of distributing the solicitation and any amendments by the Government prior to closing. It is the Offerors responsibility to monitor the website for any amendments or changes to the solicitation. REGISTRATIONS: Offerors shall have and shall maintain an active registration in the following database: System for Award Management (SAM): Offerors shall have and shall maintain an active registration in the SAM database at http://www.sam.gov to be eligible for a Government contract award. If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror.
