SOURCES SOUGHT ANNOUNCEMENT (SSA)-REV 01/27/2021 The Defense Media Activity (DMA) is seeking sources for 10Gb/s symmetric connection to the internet, to include a vendor provided Gigabit Router, with a /25 with 128 public IP addresses. The /25 public IPs will be routed to us from an additional /31 point-to-point line between the ISP router. CONTRACTING OFFICE ADDRESS: Defense Media Activity 6700 Taylor Avenue Fort Meade, MD 20755 INTRODUCTION: This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to determine the availability and technical capability of businesses to provide the required products and/or services. The mission of DMA is to provide comprehensive internal and external information to the entire Department of Defense (DoD) family through all available media; communicate Secretary of Defense, Service Secretary and other DoD and Military Service messages and themes through the medium of print, the worldwide web, radio and television in order to support and improve quality of life and moral, situational awareness, and sustain readiness; and provide United States (U.S.) radio and television news, information and entertainment programming to military service members, DoD civilians and their families, overseas and on board U.S. Navy ships. DMA is seeking information for potential sources for a 10Gb/s symmetric connection to the internet, to include a vendor provided Gigabit Router, with a /25 with 128 public IP addresses. The /25 public IPs will be routed to us from an additional /31 point-to-point line between the ISP router and the Government owned router. Support is required to provide, manage and maintain an internet connection, premise router, and public IP addresses at 99.99% availability. Since DMA will be using the circuit for live Television and Radio broadcasting, Vendors are highly encouraged to provide circuit redundancy to ensure the 99.99% 10Gb/s circuit availability is met. Provide engineering and commissioning services to ensure minimal disruption of service occurs during the transition from the current circuit, router and IP addresses.� Qualified personnel, common tools, test equipment, calibration and transportation are necessary to accomplish all requirements. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. CONTRACT/PROGRAM BACKGROUND: � Contract Number: HQ0028-16-F-0005 Contract Type: Firm Fixed Price Incumbent and their size: Business One Consulting, Inc. Method of previous acquisition: Small business set-aside Contract Expiration Date: February 28, 2021 REQUIRED CAPABILITIES: � The Government requires support for the maintenance of equipment in a serviceable, operating condition by performing systematic inspections, tests, checks and services to detect, prevent, or reduce equipment operational deterioration/failure in accordance with industry and local, established standards. Provide, manage and maintain an internet connection, premise router, and public IP addresses at 99.99% availability. Provide engineering and commissioning services to ensure minimal disruption of service occurs during the transition from the current circuit, router and IP addresses. Specific Tasks. Task 1 � INTERNET CONNECTIVITY: The vendor shall provide a 10Gb/s telecommunications circuit to the demarcation point located at the Defense Media Activity � Riverside (DMA-R), 23755 Z Street, Riverside, CA 92518 Room 261, first floor. The contracted circuit shall provide internet connectivity at an availability rate of 99.99%. Upon award, all engineering, installation, integration and commissioning required to satisfy the circuit requirements of this SOW shall be completed within thirty (30) days. Government acceptance of the circuit shall follow Vendor commissioning and shall consist of a visual inspection of work accomplished. Connectivity and speed verification shall be demonstrated by continuous data throughput for a period of seven (7) consecutive days during the thirty (30) day phase-in period. The Vendor shall provide a Service Level Agreement (SLA) with their proposal. The Vendor shall provide any services and support necessary to minimize a disruption in connectivity during the transition from the current circuit, router and IP addresses. ��Task 2 � ROUTER: The vendor shall provide a Brand Name Commercial Off-the-Shelf Premise Router located at the Defense Media Activity � Riverside (DMA-R), 23755 Z Street, Riverside, CA 92518 Room 261, first floor. The Vendor provided router shall be installed between the supplied 10Gb/s circuit and DMA-R�s Local Area Network (LAN) Palo Alto Networks PA-5050 Firewall. The Demarcation point between the Vendor Provided Circuit and the existing LAN will be the Fiber Connection at the Vendor Provided Router; therefore the Router shall be compatible with a Government Furnished (GFE) Multi- Mode 50/125 fiber cable terminated with a small form-factor LC pluggable connector. The Vendor shall manage the provided Router to support AFN port configuration requirements. The government shall provide UPS power, 19� rack space for the router, and HVAC IAW manufactures documented requirements. Upon award, all engineering, installation, integration and commissioning required to satisfy the Router requirements of this SOW shall be completed within thirty (30) days. Government acceptance of the Router shall follow Vendor commissioning and shall consist of a visual inspection of work accomplished, connectivity confirmation and speed verification. Task 3 � �� PUBLIC IP ADDRESSES: The Vendor shall provide the circuit a /25 with 128 public, IPv4 addresses. Range 63.110.106.0/25 preferred. The /25 public IPs will be routed to us from an additional /31 point-to-point line between the ISP router and ours. � Task 4 � MAINTENANCE SUPPORT: � The Vendor shall provide 24x7 Year Round Service necessary to support a circuit availability of 99.99%. Access to Vendor support shall be available 24x7 Year Round by telephone or email and shall provide a response time of less than fifteen minutes if a technician is not immediately available. � The Vendor shall perform Router remote support utilizing Secure Shell (SSH). Access Control Lists (ACLs) must be used to ensure SSH access is limited to the Vendor management team only. If required, on-site maintenance shall be performed under approved supervision by the AFN engineering staff. The Vendor shall permit AFN Engineering with read-only access to the Router for auditing and monitoring requirements. � SPECIAL REQUIREMENTS � The Vendor shall provide any services and support necessary to minimize a disruption in connectivity during the transition from the current circuit, router and IP addresses.� The phase-in period shall occur concurrently with the commissioning period and shall ensure there is no break in service from current vendor/provider. During this period, the Vendor shall provide on-site support for the purpose of orientation and briefing by the former vendor. The Vendor shall ensure that a smooth transition occurs such that contract performance can commence at the end of the phase-in period without personnel or assistance from the out-going vendor. SOURCES SOUGHT: � The anticipated North American Industry Classification System Code (NAICS) for this requirement is 517311-Wired Telecommunications Carriers (except Satellite), both with the corresponding size standard of 1,500 employees. This Sources Sought Synopsis is requesting responses to the following criteria from both large and small businesses that can provide the required services under the NAICS Code. In order to make a determination for a Small Business set-aside, two or more qualified and capable Small Businesses must submit responses that demonstrate their qualifications. SUBMISSION DETAILS: � Responses should include: Business name and address; Name of company representative and their business title; Type of Business (Large, Small, SDB, HUBZone, VOSB, SDVOSB, EDWOSB, WOSB).� Please note that this information shall be verified in both the SAM and SM. Business Dynamic Tool) Cage Code; Contract vehicles that would be available to the Government for the procurement of the product and service, to include, General Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other �Government Agency contract vehicle.
