Description
REQUEST FOR INFORMATION (RFI) 1.1 The JBSA-Lackland Contracting Squadron, 502 CONS/JBKAB, anticipates the acquisition of Dry Cleaning and Laundry Services at Joint Base San Antonio, TX � Lackland and Randolph, Camp Bullis, and Fisher House and is�conducting a market survey seeking information on the availability of capable contractors to provide the aforementioned services.� The Contractor shall provide the facility, labor, supervision, materials, equipment, vehicles for laundry and dry cleaning services to include pickup and delivery from Contractor�s Facility to locations at Joint Base San Antonio (JBSA) Lackland-Randolph, Chapman Annex, and Camp Bullis as defined in this Draft Performance Work Statement (PWS).� In addition, the Contractor shall provide services and transportation for a Linen Exchange at 2 (two) JBSA Lackland locations and 1 (one) facility at Chapman Annex.�� Contractor shall provide contract personnel at each Linen Exchange point that will be required to count and/or validate the quantities of all soiled linen that is received from technical training schools and base/operational support mission partners, and all soiled and cleaned linen items that are exchanged between the government and the contractor.� Linen exchange services also include but are not limited to the maintenance of a linen inventory to accommodate unserviceable and/or emergency requirements. The Government is seeking information on the availability of capable contractors to provide the aforementioned services.� Please see attached Draft Performance Work Statement (PWS). It should be noted, that the description of services described herein contemplates consolidating laundry services for Lackland and Randolph base locations into one requirement. Each location was previously performed as separate contracts with Small Business concerns. �At this time, Market Research is being conducted, to comply with FAR 7.107-2 Consolidation, in order to make a determination if consolidation of these requirements is necessary and justified, and will also be coordinated with the Office of Small Disadvantaged Business Utilization or the Office of Small Business Programs. The Government is highly interested, if you as a Small Business or Socio-Economic Business Concern, is still interested and willing to participate with the potential acquisition.� 1.2 DESCRIPTION OF SERVICES. The Contractor shall provide laundry, dry cleaning and linen exchange services to industry and quality standards defined in the Service Delivery Summary. Period of Performance will be a base period of 12 (twelve) months plus 4 (four) 12-month options. The North American Standard Industry Classification System (NAICS) code anticipated for this acquisition is 812320 - Dry cleaning and Laundry Services (except Coin-Operated), the small business size standard is $5.5 million.� Based on responses to this Request for Information (RFI), this requirement may be set aside for Small Business or procured through Full and Open competition.� The Government reserves the right to decide whether or not a small business set-aside is appropriate.� This is a market research tool (FAR Part 10) being used to determine potential large and small business firms capable of providing the services described herein. This Request for Information (RFI) is issued for informational and planning purposes only.� THIS IS NOT A REQUEST FOR QUOTE OR SOLICITATION FOR AN OFFER. Any responses to this inquiry will not constitute nor will be considered as a contractor offer, and no award will be issued as a result of this inquiry. This information will be used by the 502 CONS/JBKAB for market research purposes, only, and the submitted information will not be returned. Submitted information will be protected in accordance with DoDD 5400.11, Department of Defense Privacy Program, and DoD 5400.11-R, Department of Defense Privacy Program, and no feedback will be provided regarding submissions or the total number of submissions received. Interested parties are solely responsible for all expenses associated with responding to this request for information, as the government is not liable for any costs incurred by interested parties in responding to this request. The purpose of this RFI is to query the market for potential interested, capable, responsible, and qualified commercial offerors that can provide/perform the stated requirement. 1.3� THIS IS A REQUEST FOR INFORMATION ONLY. �This RFI is issued solely for information and planning purposes � it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.� This request for information does not commit the Government to contract for any services whatsoever. �Furthermore, the Government is not at this time seeking proposals and will NOT accept unsolicited proposals. �Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI.� All costs associated with responding to this RFI will be solely at the interested party�s expense.� Not responding to this RFI does not preclude participation in a future RFP, if one is issued.� If a solicitation is released, it will be synopsized at beta.SAM.gov (Contract Opportunities) website located at https://beta.sam.gov. ��It is the responsibility of the potential offerors to monitor Contract Opportunities for additional information pertaining to this requirement. 2.0� Background 2.1� A description of the anticipated effort is outlined in the PWS.� Please be advised this is a draft PWS and is subject to change. 2.2� Delivery Period:� One (1) Base Year Contract plus four (4) Option Years beginning on or around June 2021. 3.0� Requested Information 3.1 �Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business) based upon North American Industry Classification System (NAICS) code 812320 � Dry Cleaning and Laundry Services (except Coin-Operated). Standards and conditions apply. �Please refer to Federal Acquisition Regulation (FAR) 19 for detailed information on Small Business Size Standards. The FAR is available at https://www.acquisition.gov. 4.0 �Responses 4.1 �Responses shall be limited to ten (10) pages and submitted only via e-mail to Ms. Jeanne Short (jeanne.short@us.af.mil). �Proprietary information, if any, should be minimized and MUST BE CLEARLY IDENTIFIED. �To aid the Government, please segregate proprietary information. ��Please be advised that all submissions become Government property and will not be returned, nor will any costs associated with the preparation or submission of your response be reimbursed. 4.2 �Section 1 of the RFI response shall provide administrative information, and shall include the following as a minimum: 4.2.1. Company name, Cage Code, DUNS, mailing address, phone number, fax number, and e-mail of designated point of contact. 4.2.2. �Business type as described at 3.1. 5.0 �Questions Questions regarding this announcement shall be submitted in writing by e-mail to the contract administrator. �Verbal questions will NOT be accepted. �Questions will be answered by posting answers to the beta.SAM.gov website; accordingly, questions shall NOT contain proprietary or classified information. �The Government does not guarantee that questions received after 03 February 2021 will be answered. �Interested parties are invited to subscribe to beta.SAM.gov website to ensure they receive any updated information concerning this RFI.
