- Project Number 402-21-721 Nurse Call Upgrade, Togus VA Medical Center, Augusta, ME): THIS IS A SOURCES SOUGHT NOTICE ONLY. This announcement is seeking interested sources, which will be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, namely Service Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), Women Owned Small Businesses (WOSB), Small Businesses (SB) and Large Businesses (LB). Contractor shall provide a complete Nurse Call System for B200-3rd floor North and South Inpatient Wards. The work will include a complete replacement of all devices. Project will replace the existing TekTone300 system which is obsolete and no longer serviceable with the current TekTone model P5 series system that can integrate with our existing patient beds and the newly acquired Vocera communication system. Work shall include but is not limited to: Removal of existing devices (Master Stations, Bathroom Stations, Bed Stations, Shower Stations, Call Lights, and pillow speakers). Do not abandon any out of service nurse call devices or infrastructure in place. Reuse of conduit systems that are in a condition and location to be reused. Final determination will be made with the contractor and COR. Where conduit does not exist or cannot be reused, contractor will provide new colored conduit with insulated throats and any accessories/fittings necessary for a complete installation. New wiring as required for the upgraded system. Wiring may be reused if tested and certified as the correct type and of acceptable condition per the manufacturer. Installation of new devices to include. Manufacturer/Model to be Tektone Series P5. Reporting for 100 devices Tek-Care Connectivity License Handset and cradle for master Desk mount for master P5 Central Equipment Tek-Care Appliance Server 22 Station touch screen Network Switch, 8-port Duty Station Staff station Single pt station Pillow speaker module Bed Receptacle Bath/EM call stations Pillow speaker with TV Strain Relief Cable 4-LED corridor lights Splitter Power Delay Mode Master Station Wiring and misc. accessories Programming as needed Technician for installation and training Provide drawings for each wing indicating number of devices and approximate device locations in each room. Patching of walls as required due to varying device sizes and conduit installation. Painting of walls after patching is completed. Paint to match adjacent wall colors. If color matched paint cannot be obtained, then contractor will paint the wall from corner to corner with approved color from current VA color pallet. Replace any ceiling tiles damaged by the installation process. Infection control requirements in each location. This includes sticky mats, zip-wall plastic dust containment barrier, wet-mopping, and removal of debris in covered carts. Refer to spec for IC permit. Only 3 beds can be out of service for contractor activities at any given point in time without prior written approval of the COR. Contractor will provide materials submittal for review and approval by the COR and CO of all materials to be used/installed on campus. Contractor to provide 2 hard copy O&M manuals with one CD per book with digital copy. O&M manual will include individual VA new equipment form for all 100 reporting devices, Master stations, Central Equipment, Server, Touch Screen, Network Switch, Duty Station, Staff Station, Pillow Speaker, Call Station, and Corridor Light. Contractor will provide two; 2-hour long training sessions for medical staff one session upon completion of each wing of the system. Provide one 4-hour training for FMS staff separate from medical staff on the overall system. Contractor will be required to comply with facility COVID-19 testing and screening policies which are subject to change. Currently contractors are expected to enter the facility through approved checkpoints, answer a series of screening questions and then obtain a colored, dated sticker. This sticker will allow contractors to pass through checkpoints for the remainder of the day without stopping to be rescreened. Contractors will be provided a disposable face mask upon completion of screening, face mask MUST be worn throughout the day anywhere inside the building, and outside when 6 social distance cannot be maintained. Contractors are expected to hand sanitize upon re-entry into any building. Contractors may exit the facility from any exterior door, they must return through an approved checkpoint. If the contractor chooses to utilize a buddy system, then an alternate entrance may be used. The buddy system requires that one person working for the contractor remains inside the building at the entrance/exit that you are using, the laborers that need to leave the building may leave, get the materials etc. that they need and return to the exit that the buddy is waiting at, the buddy may allow entrance to only the people that left the building with his group, and only if they have been screened and are wearing the current days colored and dated sticker. VAME may require COVID-19 testing monthly. If testing becomes necessary the testing will be provided, at Togus, around the first full week of each month, contractors requiring testing must complete a pre-employment form (attached) with PII and return that information to Occupational Health, the form must be filled out entirely or it will be rejected, and testing will not be administered. Project meetings will be held weekly during active installation. Biweekly meetings may be held at the discretion of the COR. Existing power and communication wire and cabling to be demolished shall be removed back to the source. Do not abandon wire/cable in place. Code blue buttons to be tied into the nurse call system and back to the Honeywell front end. Electrical work to include: Supply and install all troughing, conduit, boxes, insulated throats, and accessories required for installation and servicing of the proposed equipment. Provide color coded electrical cable and conduit as follows: Service Conduit Cable Telephone and Data Blue Clinical Purple Wireless Green Tel/Data Yellow CAT 6 Controls and Nurse Call Orange Controls Banana Cable Nurse Call-Pink Normal Power Green Critical, Emergency Power Black Equipment Branch Yellow The installation shall be done by a certified installer only; certification must be from all regulatory agencies as well as the manufacturer. All work under this contract is to be completed following all federal regulations and VA requirements for construction projects. This is to include site superintendent with 30HR OSHA certifications, and 10HR OSHA certification for all sub-contractors and the adherence to all local and federal building codes. The work is to be done Monday through Friday 10:00am 7:00 pm. Work will not occur on federal holidays. The period of performance for this work to be completed is 120 days from the issuance of the Notice to Proceed by the contracting officer. Interested parties meeting the requirements of this notice must address the information below in their response. Limitations on Subcontracting, the prime contractor must perform at least 15% of the cost of the contract, not including the cost of materials, with its own employees for general construction-type procurements. The project range is between $100,000 and $250,000. Electrical Contractors and Other Wiring Installation Contractors have a size standard of $16.5 million in average annual receipts; the applicable NAICS code is 238210. This notice is published to conduct market research to determine if there is a sufficient number of verified Service Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), Women Owned Small Businesses (WOSB), Small Businesses (SB) or Large Businesses (LB) capable of performing the requirements to warrant a solicitation set-aside. In order to be eligible as an SDVOSB or VOSB, a firm must be registered in VetBiz. Registration may be accomplished at http://www.vip.vetbiz.gov/. Additionally, all interested firms must have an active registration in SAM. Registration is available at www.sam.gov. For planning purposes, the Government intends to publish a solicitation for this requirement on or about February 12, 2021. Interested parties responding to this sources sought request shall submit the following information at a minimum: (1) Company name and address, point of contact with phone number, business type, and DUNS number; (2) Identify the level of interest your company intends to provide/perform under this project. ____ Prime contractor ____ Subcontractor ____ Supplier (3) Proof of registration in the VA Vet Biz website and verification by VA Center for Veterans Enterprise (CVE) or status of verification application if SDVOSB or VOSB; (4) Company s Bonding capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars) via letter from bonding company documentation; (reference FAR 28.102) For questions 5 and 6: Provide information on both Government and Commercial Civilian Contract. (5) Provide up to five (5) examples of similar projects in scope and size; (6) Any other pertinent company documentation.
