Sources Sought / Request for Information��������� �������� 27 Jan 2021 �MC-130J Systems Integration Lab Material/Configuration This Request for Information/Sources Sought is published for Market Research purposes only.� The Government is conducting market research to identify potential sources that possess the capability to provide services for the Special Operations Forces/Personnel Recovery & Rotary (AFLCMC/WIU) Division to purchase, configure, and deliver MC-130J LINE Replaceable Units (LRU) in support of the MC-130J Systems Integration Lab (SIL) at the AFMC/580 SMXS. This effort is to cover the MC-130J LRU SIL. Currently these LRUs are currently being purchased/delivered under a Lockheed Martin contract in support of fielded aircraft; however, the contract does not cover SILs. Therefore, a separate contract/purchase order will be required for the SILs.� LRUs affected by this acquisition must be configured with the required firmware/software in order to be functional in the MC-130J SIL.� Proper LRU configuration requires access to engineering data that is proprietary to Lockheed Martin to include the firmware/software. The Government does not own this data, nor the configuration process. The Government intends to solicit at a later date and time for a base plus 4 option years for this requirement; although this period/quantities may be reduced based on available funding and need of the Government. It is our understanding that some of these items have a long lead time or configuration process and could take up to 12 months for the procurement/delivery of the required LRUs.� Incremental deliveries of LRUs shall be made on a monthly basis, note: exact quantity still to be determined. No award will be made from this Sources Sought/Request for Information. Performance Requirements The LRUs procured under/affected by this future effort will be capable of performing in the currently configured CR-2M MC-130J SIL.� Reference SIL Materials List for the LRU part numbers and quantities.� The LRUs will be verified to be part number compatible with the CR-2M configuration, and will be procured/loaded/configured, and then tested to ensure they function properly in the MC-130J SIL.� LRUs will have a minimum one year warranty. Background This sources sought/request for information is to support a future acquisition in response to AFLCMC/WIU�s need to maintain an operational SIL environment in support of MC-130J CR-2M Operational Flight Programs (OFPs).� The CR-2M software is instrumental in providing integrated material solutions to satisfy AFSOC mission capabilities of mission networking, as documented in the United States Special Operations Command (USSOCOM) Capability Development Document for Airborne Mission Networking (AbMN), dated 4 January 2016, and Special Mission Systems (SMS), which include interfaces for MC-130J Terrain Following Radar (MCTF) and critical onboard Electronic Warfare (EW) Systems. The AbMN capability is a highly specialized and complex networked system that provides an integrated aircraft solution to enhance collaboration and situational awareness, improve targeting, and reduce fratricide across the battlefield. Justification for Sole Source: The program team assessed that by leveraging the previous Lockheed Martin expertise, i.e. supplier agreements, configuration data, and firmware/software load procedures/processes, the government would realize approximately 30% in cost avoidance in non-recurring Engineering (NRE) through Lockheed Martin�s reuse of existing proprietary engineering data, internal configuration/load procedures, and already negotiated supplier agreements.� The cost avoidance is estimated based on the cost that would be required for another vendor to establish the required contract with Lockheed Martin to properly procure/load/configure/test the LRUs to ensure each one meets the MC-130J platform requirements.� The cost avoidance when compared to the cost for a new vendor to reverse engineer the required engineering data and establish the required supplier agreements, the number would be significantly higher than 30%. �Additionally, as previously mentioned, the cited vendor (Lockheed Martin) is currently on contract performing MC-130J parts procurements for the identical items; however, only for fielded aircraft.� Cost savings would also be possible via the existing Lockheed Martin supplier agreements as the potential exists for quantity buys. Given the fact that Lockheed Martin is the MC-130J Original Equipment Manufacturer and thus the only contractor who can fully support the �green aircraft� LRU procurement with their existing supplier agreements, it has been determined that Lockheed Martin is the only firm capable of providing the supplies and services without the U.S. Air Force incurring significant schedule delays, increased risk, and duplication of unrecoverable cost in satisfying the Command�s mission capability requirements via a maintainable MC-130J SIL. AFLCMC/WIU has established this requirement as a need that must be satisfied to properly sustain the MC-130J SIL which is used to support the design/development/test of mission critical OFPs for the MC-130J CR-2M capability. Through current market research there were no small business opportunities that possess the capabilities necessary to procure the uniquely configured MC-130J LRUs. Market research shows that multiple vendors have experience with providing avionics systems for aircraft SILs; however, none of these vendors were capable of providing the fully configured/tested end-item as required for the MC-130J SIL.� Therefore it is the recommendation of the Government IPT that Lockheed Martin be awarded a sole source contract so as to maintain continuity with the MC-130J SIL capability and in order meet CR-2M mission requirements without significant impacts to cost/schedule/performance.� �Based on current information the Government intends to award a sole source contract to the following unless this Source Sought/ Request for Information provides new information: Lockheed Martin Corporation 6801 Rockledge Drive Bethesda, MD 20817 Phone: 301.897.6000 Large Business CAGE: 02GM6 (Note: Government is researching this CAGE, subject to change) NAICS: 336411 Website: www.lockheedmartin.com This acquisition is restricted to the following source: �Lockheed Martin Corporation (CAGE: 02GM6).� The supplies and services are available from only one (1) responsible source and no other supplies or services will satisfy the agency requirements.� Interested persons may identify their interest and capabilities.� All potential offerors should contact the Buyer/PCO identified below for additional information and/or to communicate concerns, if any, concerning this acquisition.
