- Page 2 of 3 The Department of Veterans Affairs, Network Contracting Office 6, The Central Virginia Healthcare System, Richmond, VA intends to award a contractor who can provide full leasing, preventative maintenance, and repair services for a MiraQ Equipment System with Imaging. The NAICS code for this requirement is 339112 and the employee size standard of 1,000 Employees. The expected Period of Performance is a base year from (February 1, 2021 December 31, 2021) as the base and four one-year options. If the system fails, the contractor shall provide a loaner to reduce downtime in the OR. 2/01/2021- 12/31/2021 Base Year 1/01/2022- 12/31/2022 Option Year 1 1/01/2023- 12/31/2023 Option Year 2 1/01/2024- 12/31/2024 Option Year 3 1/01/2025- 12/31/2025 Option Year 4 This is not a request for bids, quotes, or proposals. This is a SOURCES SOUGHT announcement only. The purpose of this notice is to conduct market research and obtain information from qualified businesses. The responses to this announcement will assist in determining the socio-economic set aside if feasible. VA is required by Public Law 109-461 to give first priority to SDVOSB and VOSB concerns if there should be sufficient firms available to compete under a set aside. If insufficient veteran owned and small business response is received to establish the basis for setting this action aside for other than large business participation, then the action will be advertised as full and open competition, in which case, all interested parties responding shall be eligible to bid. PLACE OF PERFORMANCE: Central Virginia Healthcare System, 1201 Broad Rock Blvd, Richmond, VA 23249 is seeking a potential qualified contractor than can provide the following items (no gray market items accepted): REQUIRED EQUIPMENT AND THEIR RELATED KEY CHARACTERISTICS: QUANTITY EQUIPMENT DESCRIPTION KEY CHARACTERISTICS 1 MiraQ System Accurate transit time blood volume and Doppler velocity flow measurements during cardiovascular-, vascular-, transplantation Simultaneous measurements of blood pressure, vas cular resistance, interfaced physiological signals and other derived parameters during these procedures. Detection of normal and abnormal blood volume and Doppler velocity flow patterns during these proce dures. Guides to prepare surgical plans at the initiation of surgery and to support the successful accomplishment of surgery including detection and location of vessels during surgical procedures. Detection and quantification of the degree of stenosis in arteries by using the Doppler velocity profile. SERVICES INCLUDED: The Contractor shall provide a plan to minimize the equipment service downtime for the start of the contract. This plan shall include anticipated clinician and Operating Room personnel training dates. Training shall cover the use, handling, and cleaning of the leased equipment. If there is quick troubleshooting information, the contractor shall cover details during the in-service. Onsite training shall be provided by the Contractor along with full access to Educational Courses. The Contractor shall schedule all training with the COR; Training shall be scheduled within 48 hrs. from request and completed within 7 days. The Contractor shall repair/service the equipment per the Original Equipment Manufacturers (OEM) specifications in order to not void the leased equipment s warranty. The Contractor shall provide full preventative maintenance and repair service coverage for all contracted equipment. The preventative maintenance and repair services shall be completed by OEM certified service personnel. The contractor shall submit equipment service reports to the Contracting Officer s Representative (COR), confirming completion of said repair/maintenance service that was provided. Contractor performance shall be monitored using this report, indicating the timeliness of the repair, the completion of the services provided, and shall act as a guide for confirming that the repaired equipment is operational (equipment shall include all required ancillary supplies and attachments). The contractor shall schedule all maintenance to the COR for approval. If the system fails, the contractor shall provide a loaner system immediately to reduce downtime in the OR. The system will be the same generation and model as the one requested in this statement of work. If the contractor needs a loaner system back, the contractor shall repair leased equipment in no more than 48 hours and the repaired equipment shall be shipped with next-day priority at no additional charge. The contractor shall provide online repair tracking information and history to the COR. The Contractor shall provide accidental damage coverage at no additional charge. Onsite repair services shall be offered during normal business hours from 7 am to 6 pm. Technical telephone support services for troubleshooting and related equipment shall be available 24 hours a day, 7 days a week. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. All information submitted in response to this announcement is voluntary; the Government will not pay for the information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.
