Description
PLEASE NOTE THAT AMENDMENT #1 TO THE HRASA RFP TOGETHER WITH QUESTIONS AND ANSWERS FOR OFFERORS WAS POSTED ON 1/28/2021. PLEASE REFER TO THE ATTACHMENTS SECTION FOR THE UPDATED DOCUMENTS.� Dear Prospective Offerors: The United States Government represented by the U.S. Agency for International Development (USAID) Mission in Haiti is seeking proposals from qualified organizations to provide services described in the attached Solicitation. The goal of HRASA is to increase individual, household, and communities� resilience through strengthened, well-functioning, and inclusive markets. Its purpose is to establish and strengthen sustainable, inclusive agricultural market systems that are resilient to shocks and stresses. This activity is a tool for achieving objectives articulated in the USAID/Haiti Strategic Framework, for Development Objective Two (DO2) - Economic and Food Security Advanced. USAID/Haiti anticipates the award of a contract with a period of performance of five (5) years and estimates that the Total Estimated Cost of the award will be between $25,000,000 to $30,000,000.� The type of contract is anticipated to be Cost-Plus-Fixed Fee (CPFF) completion. Offerors should propose costs that are appropriate, realistic and reasonable, in accordance with the proposed approach for achieving the results.���� The procurement will be conducted through full and open competition, under which any type of organization (large or small commercial [for profit] firms, educational institutions, and nonprofit organizations) is eligible to compete. The procedures set forth in the Federal Acquisition Regulation (FAR) Part 15 apply.� Please note, the Government intends to evaluate proposals and award a contract without discussions with Offerors (except clarifications as described in FAR 15.306(a)). Therefore, the Offeror�s initial proposal should contain the Offeror�s best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.� The proposals must be prepared in accordance with instructions included in Section L and will be evaluated based on the evaluation criteria contained in Section M of this RFP.� Offerors must submit their proposals no later than the closing date and time indicated on the cover page of the solicitation.�Late proposals will not be accepted. If changes are made to the closing date and time, as well as other aspects of the RFP, this solicitation will be amended. Amendments will be issued and posted on Beta.Sam.Gov at the following address (https://beta.sam.gov). Offerors are encouraged to monitor this website periodically for such postings. All questions and requests for clarification must be submitted electronically no later than the closing date�indicated on the cover page of the solicitation.� Issuance of this solicitation does not constitute an award commitment on the part of the U.S. Government, nor does it commit the U.S. Government to pay for any costs incurred in the preparation or submission of a proposal. Furthermore, the U.S. Government reserves the right to reject any offer, if such action is considered to be in the best interest of the U.S. Government.� Thank you for your interest in USAID/Haiti activities.
