- This is a COMBINED SYNOPSIS/SOLICITATION for COMMERCIAL ITEMS in accordance with Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Offers are requested and a written solicitation will not be issued. SOLICITATION: W912DS21T0002 Description of Project: The U.S. Army Corps of Engineers, New York District is issuing this Request for Quotation (RFQ), to procure and contract for all services related to manufacturing and providing two (2) new Stainless Steel Propellers for use in the drydocking and repair of the U.S. Drift Collection Vessel GELBERMAN. The GELBERMAN is owned and operated by the U.S. Army Corps of Engineers, New York District.� The Government intends to award a firm fixed price contract for this work. Background: The DCV GELBERMAN is an 85� LOA mono hull tugboat with a beam of 26 feet and a draft of 10 feet. The GELBERMAN Is a twin screw tugboat with a cruising speed of 10 knots with the following propulsion plant. ABS Certificates shall be provided for each Propeller at the delivery of both propellers. The Government has a Blanket Purchase Agreement with ABS Americas and the Government will be responsible for paying for all ABS Inspection service fees. Prior to ABS coming out to the Contractor�s facility to perform the initial inspection, the Contractor shall request a quote for inspection services from ABS to perform the work. The Contractor shall then contact Mr. Tony Lauria at (201) 333-8652, the USACE Shops and Yards Supervisor at Caven Point Marine Terminal, in order to request a BPA Call Number for the ABS inspection fees. The Contractor shall then provide that BPA call number to ABS so that they can invoice against that call number. The Contractor shall Scrap one (1) condemned propellers, and the Government requests a credit be applied to the new set of wheels for the scrap values of one (1) condemned propeller. The other condemned propeller is to be returned to the Government with the two (2) new propellers. AMENDMENT 1: The Contractor shall provide a propeller drawing prior to manufacture for approval by the Government. After the Propellers are manufactured the propellers shall be measured by the Contractor and a report of the Propeller Characteristics shall be provided, along with the approved Final Drawing to the Government.
