This Sources Sought Notice is for information purposes only. The U.S. Army Corps of Engineers, Baltimore District, requests the Capability Statements from all qualified and interested parties from Small Business (SB) Firms, Certified 8(a) Firms, Certified Historically Underutilized Business Zone (HUBZone) Firms, Veteran Owned Small Business (VOSB) Firms, Service Disabled Veteran Owned Small Business (SDVOSB) Firms and Women-Owned Small Business (WOSB) Firms for the Poplar Island Cell 1C Inlet Repairs, Paul S. Sarbanes Ecosystem Restoration Project at Poplar Island, Talbot County, Maryland. Responses to this Sources Sought Announcement will be used by the Government to make appropriate acquisition decisions. The NAICS Code for this acquisition is 237990 - Other Heavy and Civil Engineering Construction with a size standard of $39,500,000.00. The magnitude of construction is between $1,000,000.00 and $5,000,000.00. The period of performance is approximately 150 calendar days from the Notice to Proceed. Project Description: The Government intends to issue an Invitation for Bid (IFB) for Poplar Island Cell 1C Inlet Repairs,�Paul S. Sarbanes Ecosystem Restoration Project at Poplar Island, Talbot County, Maryland.�� Poplar Island is an ecosystem restoration project located in the upper-middle Chesapeake Bay in Talbot County, Maryland, approximately 39 miles south-southeast of the Port of Baltimore and two miles northwest of Tilghman Island.� The MSE wingwalls of the tidal inlet and the dike slopes located in cell 1C are failing. In an effort to stabilize the condition at the inlet, this contract is seeking for the removal of all four (4) wingwalls, drive-in sheet piling parallel to the road on all four (sides), repair the dikes, repair the road, and remove and replace existing the guardrails. The reinforced concrete culvert and the MSE wall on top of the culvert are in good condition. The contractor shall provide all necessary labor, equipment, materials, and transportation to repair the tidal inlet area as stated above.� Interested Small Business (SB) Firms, Certified 8(a) Firms, Certified Historically Underutilized Business Zone (HUBZone) Firms, Veteran Owned Small Business (VOSB) Firms, Service-Disabled Veteran-Owned Small Businesses (SDVOSB) Firms or Women-Owned Small Business (WOSB) Firms with single bonding capacity to support this project should submit capability statements to include the following information: Company Name, address, phone number and point of contact. Company�s System for Award Management (SAM) Cage Code and DUNS number to verify your business status as a qualified Small Business (SB) Firm, Certified 8(a) Firm, Certified Historically Underutilized Business Zone (HUBZone) Firm, Veteran Owned Small Business (VOSB) Firm, Service-Disabled Veteran-Owned Small Business (SDVOSB) Firm or Women-Owned Small Business (WOSB) Firm.� Contractors must be registered in SAM and completed the Online Representations and Certifications Application (ORCA). Please see www.sam.gov. Provide the details of the two (2) most recent projects of similar scope and magnitude directly performed by your company, beginning and end dates of projects, project references (including owner with phone number and email address) and final costs of completed projects. It should also contain and identify all expertise, types and number of equipment, and number of personnel. A letter from your surety company stating your maximum bonding capability for a single project and your aggregate bonding capability. The Contractor should be familiar with the Federal Safety Manual and provisions of the Davis-Bacon Act. Narratives shall be no longer than 10 pages. Comments will be shared with the Government and the Project Delivery Team (PDT) but will be otherwise in strict confidence.
