- Notice of Intent This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) subpart 5.2 - Synopses of Proposed Contract Actions. The U.S. Army Corps of Engineers (USACE) Philadelphia District intends to award a firm-fixed-price service contract to The Wetlands Institute Inc.,1075 Stone Harbor Blvd., Stone Harbor, New Jersey 08247-1424. The purpose of this acquisition is to provide field data collection support, site evaluation support, technical analysis, recommendations, monitoring efforts, and adaptive management technical review for dredged material placement projects using sediments from the New Jersey Intracoastal Waterway (NJIWW). In order to optimize placement of the material and for permit requirements, USACE requires local support and expertise for field data collection, site evaluation during design and implementation and postconstruction monitoring. The�vendor must be part of the marsh placement sites and the Seven Mile Island Innovation Laboratory. The statutory authority for this non-competitive acquisition is implemented by the Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i). A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 541620 - Environmental Consulting Services. The size standard, as defined by the U.S. Small Business Administration, is $16.5 million. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOALS OR QUOTATIONS. Interested vendors must show clear and convincing evidence that competition of this requirement would be advantageous to the Government by submitting a capability statement demonstrating ability to maintain and manage the above work. If no affirmative written response is received by 03 February 2021 at 5:00PM EST, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
