- Amendment No. 2 Construction Contract for the Earle Cabell Elevator Modernization Project Earle Cabell Federal Building Dallas, Texas This amendment is issued to provide the following: The Past Performance Questionnaire (4 pages) was not included in the original solicitation published on January 13, 2021.� Attached with Amendment 2 is the questionnaire which must be submitted with the Technical Proposal. �REMINDER: Proposal Due date remains the same, February 23, 2021 at 2:00 P.M. Central Time.� Only electronic submissions are allowed, and all submissions are to be emailed to Jason Gerloff at: Jason.gerloff@gsa.gov. AMENDMENT 1: Construction Contract for the Earle Cabell Elevator Modernization Project Earle Cabell Federal Building Dallas, Texas This amendment is issued to provide the following: REMINDER: Proposal Due date remains the same, February 23, 2021 at 2:00 P.M. Central Time.� Only electronic submissions are allowed, and all submissions are to be emailed to Jason Gerloff at: Jason.gerloff@gsa.gov. The two site-walk/pre-proposal conference times (January 28, 2021 at 8:30 am and 2:30 pm) have been filled.� With Covid-19 restrictions, GSA is only allowing ten people per meeting.� To accommodate any other interested parties the following time has been added.� The next site walk meeting available will be on Friday, January 29, 2021 at 8:30 am.� If this meeting fills up, the next meeting will then be at 2:30 pm on Friday, January 29, 2021.� GSA Form 527 (Contractor�s Qualifications and Financial Information) is included in this amendment and attached.� The GSA Form 527 is required to be submitted with the proposal in the pricing portion of each contractor�s submission. SEE ATTACHED SF 30 SYNOPSIS � Earle Cabell Federal Building Elevator Modernization Project Title:� Earle Cabell Federal Building Elevator Modernization Project, Dallas, Texas Solicitation Number: 47PH0821R0001 Notice Type:� Solicitation Notice Posted Date:� January 13, 2021 Classification Code:� Z2AA NAICS Code:� 238920, Size Standard:� $16,500,000.00 Place of Performance:� 1100 Commerce Street, Dallas, Texas The General Services Administration (GSA), Public Buildings Service (PBS) announces an opportunity for an elevator contractor for the modernization of twelve (12) existing gearless traction passenger elevators, in two groups of 6 and one (1) gearless traction service Elevator No. 13. The elevator modernization project shall meet or exceed the current ASME-A17.1 Elevator Code and the Uniform Federal Accessibility Standards for this project located at the Earle Cabell Federal Building, Dallas, TX.� The North American Industry Classification System (NAICS) Code for this procurement is 238290. The size standard is $16.5 million per year. This is an unrestricted procurement open to all large and small business concerns. The estimated contract value is between $5,000,000 and $10,000,000. Contractors should price according to the specifications. The Request for Proposal (RFP) is issued as of January 13, 2021 and is attached to the beta.SAM.gov Notice.� The offeror selected for award must be registered in the Government's System for Award Management (SAM), www.sam.gov.� A pre-proposal conference and site visit is scheduled to be held on January 28, 2021 in Dallas, TX. The specific date, time and location is provided within the RFP.� Attendance at the pre-proposal conference is not mandatory but is strongly encouraged. Submit all questions regarding the solicitation in writing to the Contracting Officer by February 8, 2021. Any responses provided by GSA will be posted to beta.SAM.gov as an Amendment to the Solicitation no later than Friday, February 12, 2021. GSA intends to contract for complete construction services with the contractor that offers the best overall value to the Government by demonstrating a commitment to construction excellence, by providing and maintaining a viable team organization and by adherence to the budgetary and time parameters for this project. The offeror selected shall be required to supply all labor, materials, equipment, supervision, transportation and management to perform the complete services as required by the SOW under the resultant contract. The contractor will be chosen competitively utilizing FAR Part 15 Source Selection procedures and the Best Value/Trade-off process. The Government has determined it to be in its best interest to consider award to other than the lowest priced offeror. Therefore, combined technical evaluation factors will be significantly more important than cost or price. The final price will encompass all-inclusive costs for the entire construction project. The Government anticipates the award of a Firm, Fixed-Price Contract that offers the best overall value to the Government. This procurement is open to small and large business concerns. All offerors (if not a small business concern), shall submit a Subcontracting Plan, pursuant to FAR Part 19.7. GSA Region 7's Socio-Economic Program goals are listed within the RFP. The technical and price proposals are due to the Contracting Officer via email at jason.gerloff@gsa.gov no later than 2:00p.m. central time on or before February 23, 2021. The Government anticipates award of this contract by April 1, 2021. The performance period is 775 calendar days from the Notice to Proceed date. All correspondence in response to this announcement must clearly indicate the Solicitation Number 47PH0821R0001. THERE IS REASONABLE CERTAINTY FUNDS WILL BE AVAILABLE.
