- Description
- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to award a sole source Fixed price Indefinite Delivery/Indefinite Quantity (IDIQ) production contract for the A/W 42U-1(V)-5 Recovery Assist Secure and Traverse (RAST) System to the Canadian Commercial Corporation (CCC), 350 Albert Street, Ottawa, Canada. The CAGE for CCC is 98247. CCC will subcontract 100% of the work to Curtiss-Wright Indal Technologies (Indal). The RAST System is a shipboard installed system designed to assist helicopters to land on the deck of the ship, rapidly securing it to the deck, and move it safely and quickly to and from the ship's hangar. The A/W42U-1(V)-5 identifies the particular configuration necessary for DDG-51 class ships. This is a follow-on procurement to outfit the RAST on additional ships added by NAVSEA to the new ship schedule. The estimated period of performance for the order will be for four (4) years after contract award. The NAICS code associated with this requirement is 336413. The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. Indal is the original designer, developer and manufacturer of the RAST system and is the only source with the requisite knowledge, experience and technical expertise to continue production of the RAST system, and the only source with the technical data, facilities and capabilities required to provide the associated aircraft recovery system. Per DFAR, all business conducted with Canadian companies must be conducted through the Canadian Commercial Corporation (CCC). All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
